Job Overview:

With direct supervision from the Malaria Program Manager, the M&E Officer will be responsible for strengthening PfD’s Monitoring and Evaluation (M&E) systems, plan and methodologies. He/she will lead in designing and improving the existing M&E data collection forms, analyzing and reporting the project results; improving report format and tools where appropriate; checking and verifying supporting documents required by the Global Fund (GF) and the PR-PSI and Institute Pasteur of Cambodia (IPC). He/she will be key staff member to facilitate data collection for all program indicators and to assist the malaria program officers (MPOs) in planning, implementing, monitoring and evaluation of malaria control and prevention activities as outlined in the approved plan and budget under the GFATM RAI2E, 5% Initiative Grant or other rounds. He/she will work under the direct supervision and guidance of Malaria Program Manager and will work in close coordination with program, admin, finance and field program staff to deliver the results outlined in the approved work plan and performance framework. He/she is responsible for regular field monitoring and evaluation of the program activities in the target provinces. Ensure quality monitoring and evaluation report, data collection, analysis, and data management, and reporting the quality results. He/she ensures proper dissemination of information related to the Malaria control and prevention and other related program activities between PfD Phnom Penh office field program offices appropriate stakeholders.

Duties
  • Plan and Staff capacity building:
  • Create/update monitoring and evaluation plan/manual or/and performance frameworks for all programs
  • Formulate quarterly monitoring/supervision schedule for a year to ensure that all field monitoring/ supervision visits are conducted as plan
  • Prepare quarterly individual performance plan and submit to Program Manager and update progress as monthly
  • Provide training/on-job training/mentoring to program/M&E staff as appropriate (M&E, survey/research, advance excel, GIS, new software etc.)
  • Field monitoring/Supervision:
  • Conduct regular (quarterly) field visits to program sites to monitor and evaluate the progress of the program implementation against monthly and quarterly plans and targets and submit field trip report to program manager within two to three days after returning from the trip
  • Conduct regular field visits to Quarterly meetings, workshop and trainings, proper use of check list, proper record and proper reporting
  • Conduct regular field visits to provincial program staff, health government staff who are involved project and volunteers to ensure that they can implement program to follow the program strategy/guideline/approach
  • Provide positive feedback during field supervision visit and conduct coaching/mentoring to project staff, government partners, and volunteers as appropriate. In addition, follow up any key issues after found from field visit to assure that it be addressed/improved.
  • Prepare and submit standardized reports of field visits to the Program Manager and copying in relevant senior management team and share to provincial staff as appropriate
  • Liaison/Coordination:
  • Liaise as a malaria focal person between Phnom Penh Office and the relevant key persons at provincial/OD level (PfD Team Leaders and Program Officers, PMU Supervisors, OD Malaria staff) and reciprocally on M&E report and data collection tools
  • Assist line manager in providing response to queries by the LFA and/or the PR related to M&E and supporting documents
  • Liaise with institutions/NGOs working on malaria at provincial/OD level (CNM, PSI, CARE, others) when assigned by line manager and SMT
  • Reporting and Technical Inputs:
  • Provide technical input to PfD field program staff on quarterly, semi-annual and annual planning as needed
  • Compile the draft narrative reports of quarterly, semi-annual, and annual based on key indicators and targets of PfD field offices and submit to the Program Manager
  • Submit final M&E progress reports (monthly/quarterly/semi-annual/annual reports) to the Program Manager.
  • Assist the PfD field staff and PMUs to prepare the M&E progress reports when needed
  • Provide technical inputs related to M&E target and performance framework to PfD provincial team and the PMUs
  • With support from line manager and program colleagues, leads the team in conducting internal outcome survey from the design stage till the final report of the results
  • Prepare and submit monthly performance report to Program Manager
  • Data Collection and Management:
  • Develop database to store and manage malaria program data and reports and ensure that the database works properly and could generate report/data by purposive
  • Form instruction/guideline on how to use new database and train program staff
  • Assist Program Manager to verify and finalize supporting document and summary sheet which develop by provincial staff to submit along with PUDR
  • Develop and update monitoring check list and data collection tools for all program level following to CNM/MOH, PSI, UNOPS and the Global Fund formats/guidelines
  • Ensure that primary data are regularly collected with updated and standardized forms/field reports and verify adequacy of data through field monitoring visits
  • Enter data into computer in required formats and forms on regular basis (weekly, monthly) using PFD database
  • Actively promote the program team to use PfD’s online M&E database for storing and reporting the accurate data/results
  • Compile data and provide visual outputs (summary tables, charts, maps) for interpretation and analysis to Program Manager.
  • Ensure monthly data collection and entry related to malaria indicators in specific format provided (HIS malaria data, GF process, coverage indicators)
  • Assist PFD/PMU/OD staff on providing quarterly reports in required formats and on data collection/entry and analysis
  • Facilitate and coordinate development and implementation of surveys and evaluation as required (questionnaire development, survey protocol, training, data collection, data cleaning analysis and report)
  • Provide support in GIS/mapping interventions and surveys, including training, on-the-job training and mentoring, monitoring tools development.
  • Develop Geographical Information System (GIS) based maps of intervention areas and develop staff capacity in updating malaria maps using HIS and intervention data.
  • Ensure all relevant data are properly stored and easy to retrieve when needed
  • Ensure safe and retrievable data storage and available when needed for reports
  • Others:
  • Perform other tasks as required by the line manager and relevant senior management team members
Requirements
  • Required Qualifications:
  • Bachelor degree or higher in social sciences with specific focus on monitoring and evaluation and research studies
  • A minimum 5 - 6 years of relevant work experience in monitoring and evaluation and research skills with international NGO is preferred
  • Competence in qualitative, quantitative methodologies and participatory M&E
  • Experience in designing and implementing of monitoring and evaluation, data management which include data verification, data analysis and interpreting of data techniques
  • Graduation from a recognized Public Health Institution plus some experiences in public health management at the community level is an advantage
  • Experience in conducting needs assessments, planning and implementation of community health management programs with a high level of knowledge and understanding of MOH policy and guidelines
  • Experience in implementing malaria control programs and familiarized with the Global Fund programs/project management guideline and system is an asset
  • Excellent knowledge of Khmer and English – listening, speaking, writing and reading; good knowledge and experience on translation of technical documents for health programs and good facilitation and report writing skill is preferred
  • Good working knowledge of statistics and ability to obtain, analyze and interpret data and present the findings
  • Competent in computer software, including MS Word, Excel, Power-point and experience in using statistical program such SPSS…, e-mail and internet packages and some experience in GIS is an asset.

  • Excellent skills in Khmer and English written and verbal communication with experience on translation of technical documents for health programs.
  • Proven ability to work in a highly interactive team setting
  • Computer skills with Ms Word/Excel/Access/Power-Point and e-mail. Knowledge or experience in statistical analysis and report and GIS software.
  • Willingness to work in the rural areas and to travel to field projects according to needs
  • Able to use motorbikes on difficult road conditions.
