The Project on “Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries” of the Department of Training, Techo Sen Institute of Public Works and Transport, has been effective since 27th December 2021 with the intended completion date on 27th June 2023. The total project cost is approximately US$ 496,898, to be financed under Mekong-Korea Cooperation Fund (MKCF) of the Republic of Korea. The project aims at building capacity of the technical workers, relevant officials and construction workers through road maintenance training programs to promote resilient and sustainable infrastructure in CLV countries. In order to accomplish effective training outcomes for the project as determined purpose, Training Needs Assessment has been conducted to find out the real and necessary needs for the training, training curriculum and Learning Management System has been designed and developed to support the training program.

The project is now seeking a qualified technical consultant to develop Monitoring and Evaluation Manual and Guideline for the training program of the project on ‘Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries’.

Position Summary

The consultant for the Project on Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries

Objectives

A qualified technical consultant needs to be recruited in order to design and develop an effective Monitoring and Evaluation (M&E) Manual and Guideline for the training program of the project on ‘Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries’. The training program will be conducted hybrid, physically and virtually on a Learning Management System platform (LMS) related to road maintenance, sustainable infrastructure, road infrastructure, and multi-modal transport systems. The targets participants of the training program are technical workers, relevant officials, construction workers who engage in road maintenance and improvement projects in Cambodia, Laos and Vietnam.

Scope of the Monitoring and Evaluation Consultant:

  • Review the Project’s Terms of Reference, including Logical Framework, and other relevant project documentation and in consultations with the project’s team to identify appropriate M&E indicators; select relevant data and design tools; select appropriate methods and sources for data collection; propose possible platforms (excel, word, web-based, etc.) for the system;
  • Develop the Project’s Monitoring and Evaluation Guideline and System including M&E Plan and conduct a baseline assessment;
  • Pilot the project M&E system and train the project staff on using it;
  • At the end of assignment develop Final Report clearly describing results of baseline assessment and recommendations for organizing M&E process for the Project;
  • Other tasks needed to complete as project required.
Expectations - Duties, Responsibilities
  • Responsibilities:
  • Developing monitoring and evaluation guideline and system of a new phase for optimal progress and impact reporting;
  • Elaborate project’s M&E plan in line with the approved logical framework;
  • Develop and maintain functional M&E framework for overall project to track the progress and measure the impact of ongoing project interventions, and provide feedback to fine-tune strategies and activities of the project and supported initiatives;
  • Design and carry out data collection methodologies, instruments and tools to gather critical information that monitor and evaluate the project’s progress against targeted outcomes and impact;
  • Collaborate with the other trainers or agency to ensure mainstreaming gender and social aspects into monitoring, evaluation, and learning system of the project;
  • Designing and supervising capacity development activities;
  • Identify and build strategic linkages with key national and local level partner state institutions;
  • Identify capacity development assets/needs of partner state institutions;
  • Provide support for the project management in designing and preparing the sub-project; documents and on-demand consultancy services;
  • Provide analysis and technical advice at the design stage of requests for supporting the development of the sub-project documents, such as result framework, risk log, and M&E plan, and facilitate monitoring during the implementation phase.
  • Expected Deliverables
  • Project Monitoring and Evaluation Guideline and System developed and clearly described in Interim Report which includes: Methodology for Monitoring and Evaluation of the Project; System of M&E indicators against the Project objectives and expected results;
  • M&E System with M&E Plan for the Project developed, piloted and the staff is trained on its use;
  • Baseline assessment conducted in line with the proposed methodology and M&E Plan;
  • Final Report clearly describing results of baseline assessment and recommendations for setting up M&E process for the project;
  • Other tasks as necessary to complete the project.
Requirements - Skills, Qualifications, Experience
  • Bachelor (or higher) Degree in Education, Development Studies, Business Administration, Public Management, or related fields;
  • At least 3 years’ proven experience with Project/Program Monitoring and Evaluation;
  • Good English proficiency;
  • Experience in database management, statistical packages, and spreadsheets will be an advantage;
  • Analytical capabilities: Strong technical and analytical capabilities and demonstrated ability to collect, analyze and interpret data; Quantitative and qualitative data management skills;
  • Interpersonal and communication skills: Good interpersonal skills and communication skills; Ability to work in a team, develop synergies and establish effective working relations;
  • Strong written communication skills to produce external communication materials.
