EU (SCOPE - PFM) budget code: 2.2.1.1 - Simplify budget information by developing clear, concise summaries of complex commune budget documents for dissemination. (Budget App. Maintenance/hosting). It refers to the civic tech tools, which include Pidor, the Smart Villager, and the Dashboard, a one-window service budget.

Reference: Memorandum of Understanding between Advocacy and Policy Institute (API) and Kawsang Co., LTD (Kawsang) dated 17 August 2022.

This Memorandum of Understanding (MOU) sets the terms and understanding between the Advocacy and Policy Institute (API) and the Kawsang Co., LTD (Kawsang) (together, “the Participants”) to establish co-ownership of the civic technology tools as a package of Pidor, the Smart Villager, and the Dashboard, the Citizens’ Voice and Actions for Sustainable Development.

The Advocacy and Policy Institute (API) is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profit, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights. API's Goal for the current Strategic Plan 2024-2028: "In 2028, Cambodia will be a more harmonious and inclusive society with sustainable development, good governance, and respect for democratic principles and human rights."

Summary

Assignment Objectives

The objective of this assignment is to ensure the successful migration and handover of the civic tech tools, as a package of Pidor, the Smart Villager, and the Dashboard, to the Advocacy and Policy Institute (API) owned cloud environment, while enabling the API to assume full ownership and operational control of the system. Specifically, the assignment aims to:

  1. Migrate the system from the Kawsang server to the Advocacy and Policy Institute (API) owned cloud server, including deployment, database transfer, configuration, and quality assurance testing to ensure stable and reliable operation.
  2. Transfer ownership and access, including delivery of the latest source code, database backup, and all necessary credentials to grant the Advocacy and Policy Institute (API) complete administrative control.
  3. Provide complete technical documentation, covering system architecture, installation and deployment procedures, user and troubleshooting guides, and backup and recovery processes.
  4. Conduct knowledge transfer and training for the Advocacy and Policy Institute (API) ICT focal person to enable independent operation, maintenance, and security of the system.

Scope of Work

Tasks and Responsibilities of the Consultant(s):

The consultant must be responsible in a professional and timely manner to deliver the expected results as mentioned above, and include:

  • The best practices or case studies suggested by the consultant.
  • Provide technical handover training
  • Develop and hand over the necessary technical documents.
  • Ensure compliance with relevant API’s internal policies.

Duration of Assignment

The duration of this assignment is eight working days, to be completed within the period from 01 to 30 November 2025. The consultant is expected to deliver all agreed outputs, including development, testing, user acceptance, and final deployment, within this timeframe.

Place of Assignment

The assignment is carried out in Phnom Penh, the Capital of Cambodia.

Eligibility

  • Eligible applicants include individual consultants and software development firms with proven experience in developing systems. Interested parties are invited to submit their company portfolio and technical and financial proposals as a single package in accordance with the TOR.
  • Proven experience in system migration to cloud environments and chatbot integration.
  • Strong skills in database transfer, source code management, and security best practices.
  • Ability to produce technical documentation and deliver training for ICT staff.
  • Prior work on civic tech tools or similar platforms for governance and citizen engagement.
  • Available to complete the assignment within eight working days in November 2025.
