Announcement Description

The Advocacy and Policy Institute (API) is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profitable, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights. API's Goal for the current Strategic Plan 2024-2028: "In 2028, Cambodia will be a more harmonious and inclusive society with sustainable development, good governance, and respect for democratic principles and human rights."

To support the implementation of the EU-funded project “Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM)”, led by Oxfam-Solidarité asbl in partnership with API and approximately 20 consortium members, API will engage a consultant to enhance and maintain the Online Monitoring and Evaluation (M&E) Data Management System. SCOPE-PFM aims to promote good governance and democracy by strengthening transparency, accountability, inclusive public participation, and oversight in public financial management through collective advocacy by civil society organizations and active citizen engagement. The consultant will be responsible for providing technical support, performing system maintenance, bug fixes, updates, and improvements to ensure optimal performance and security. Additionally, the consultant will work closely with API’s ICT focal person to provide indirect user support across the project, assisting in resolving technical issues and ensuring smooth system operation for all stakeholders without direct engagement with end users. These system enhancements will ensure effective monitoring and evaluation for this multi-partner initiative.

Assignment Objectives

The objective of this consultancy is to ensure the continued functionality, performance, security, and enhancement of the Online Monitoring and Evaluation (M&E) Data Management System developed by the Advocacy and Policy Institute (API). This system supports project management, indicator tracking, and reporting. It is being used in the implementation of the EU-funded “Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM)” project, led by Oxfam-Solidarité asbl in partnership with API and approximately 20 consortium members. The consultancy will focus on maintaining system stability while implementing key enhancements to support hierarchical project structures, improve reporting accuracy, strengthen access control, and enforce data quality across this multi-partner initiative.

Expected Results

The expected results will be considered achieved once all tasks in the scope of work below are fully completed and the system is working effectively, reliably, and as intended.

Tasks and Responsibilities of the Consultant(s):

The consultant must be responsible in a professional and timely manner to deliver the expected results as mentioned above, and include:

  • The best practices or case studies suggested by the consultant.
  • Provide technical handover training
  • Develop and hand over the necessary technical documents.
  • Ensure compliance with relevant API’s internal policies.

Duration of Assignment

The project duration will run:

  • November to December 2025 is expected to complete all deliverables of sub-tasks of 4.2 Enhancement of M&E Database Management System Project Hierarchy (Main and Sub-Projects)
  • November 2025 to May 2028 (31 months) is expected to complete all deliverables of sub-tasks as ongoing of 4.1 Technical Support and Maintenance M&E Database Management System with at least 1 day per month.

Place of Assignment

The assignment is carried out in Phnom Penh, the Capital of Cambodia.

Eligibility

  • Eligible applicants include individual consultants and software development firms with proven experience in developing systems, particularly Monitoring and Evaluation (M&E) platforms. Interested parties are invited to submit their company portfolio and technical and financial proposals.

Submission Requirements

Interested consultants are requested to submit a company profile and portfolio, technical and financial proposals. The technical proposal should clearly state the tasks to be delivered, the project timeframe, and a clear scope of work. The financial proposal should cover professional fees and other expenses that may occur.
