Assignment Objectives
The objective of this consultancy is to ensure the continued functionality, performance, security, and enhancement of the Online Monitoring and Evaluation (M&E) Data Management System developed by the Advocacy and Policy Institute (API). This system supports project management, indicator tracking, and reporting. It is being used in the implementation of the EU-funded “Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM)” project, led by Oxfam-Solidarité asbl in partnership with API and approximately 20 consortium members. The consultancy will focus on maintaining system stability while implementing key enhancements to support hierarchical project structures, improve reporting accuracy, strengthen access control, and enforce data quality across this multi-partner initiative.
Expected Results
The expected results will be considered achieved once all tasks in the scope of work below are fully completed and the system is working effectively, reliably, and as intended.
Tasks and Responsibilities of the Consultant(s):
The consultant must be responsible in a professional and timely manner to deliver the expected results as mentioned above, and include:
- The best practices or case studies suggested by the consultant.
- Provide technical handover training
- Develop and hand over the necessary technical documents.
- Ensure compliance with relevant API’s internal policies.
Duration of Assignment
The project duration will run:
- November to December 2025 is expected to complete all deliverables of sub-tasks of 4.2 Enhancement of M&E Database Management System Project Hierarchy (Main and Sub-Projects)
- November 2025 to May 2028 (31 months) is expected to complete all deliverables of sub-tasks as ongoing of 4.1 Technical Support and Maintenance M&E Database Management System with at least 1 day per month.
Place of Assignment
The assignment is carried out in Phnom Penh, the Capital of Cambodia.
Eligibility
- Eligible applicants include individual consultants and software development firms with proven experience in developing systems, particularly Monitoring and Evaluation (M&E) platforms. Interested parties are invited to submit their company portfolio and technical and financial proposals.
