About UWS

UWS was founded in Cambodia in 2008 and currently operates in Cambodia, Nepal, Myanmar and Madagascar. UWS strengthens primary education systems through working with national and local governments, in partnership with communities, to establish functional, quality and inclusive primary education facilities for children in remote regions who were previously out-of-school. To date, UWS has reached over 51,000 students, built capacity in 276 primary schools, and transitioned 59 schools to national education systems.

Role Summary

The MEAL Manager will be instrumental in improving the quality of day-to-day MEAL operations in UWS Cambodia, through auditing current data management processes, refining and implementing data collection systems, fostering a culture of learning through evidence-based decision making, and building MEAL capacity within the education and programmes teams. The candidate will work collaboratively with international MEAL managers, under the guidance of the global MEAL manager, to develop and report against a global MEAL framework and design and implement tools for capturing short and long-term impact of UWS programmes on students, communities and government systems.

The position will also lead on designing and implementing a MEAL plan for a 3-year FCDO-funded project (commencing April 2023) which seeks to improve participation in inclusive, quality education for girls living in small, remote and marginalized communities of Cambodia.

UWS utilizes a Programme Management System consisting of TaroWorks (Android data collection app) and Salesforce. Experience working with Salesforce is not a requirement, however experience in using other data management and data visualization software is an asset. A commitment to professional development and mastering the technical details of UWS’ Programme Management System is essential, combined with a passion to deliver transformative education at its highest quality for children from marginalized communities.

Duties
  • The MEAL (Monitoring, Evaluation, Accountability and Learning) Manager will have the following duties and responsibilities:
  • With technical guidance from the Global MEAL Manager, lead responsibility for refining, enhancing and maintaining a fit-for-purpose, high quality central database (Programme Management System) for all UWS Cambodia operations.
  • Design and implement a MEAL plan for the 3-year FCDO funded Girls’ Inclusion Project, introducing effective systems and procedures to collect and analyze data to measure progress against the project outcomes and outputs
  • Implement feedback and response mechanisms and learning-to-action meetings with Education Officers, Education Coordinator, Project Coordinator, National Inclusion lead and other project stakeholders to foster culture of intentional reflection and learning from data to inform enhanced project delivery
  • Conduct rigorous data cleaning and verification to quality assure data, building capacity of education and programmes teams where need is identified to ensure data is reliable and of high quality
  • Tailor Salesforce reports and dashboards (or utilize other data visualization software) for a variety of stakeholders, ensuring they are insightful and user-friendly
  • Conduct data analysis and prepare evaluation reports to share findings and lessons learned from project innovations to further inform programmatic learning and improvement
  • Responsible for timely and accurate external M&E reporting of UWS Cambodia programmes and institutional donor-funded projects as per varied and growing stakeholder requirements.
  • Improve internal MEAL and impact reporting in-country and globally by contributing to monthly data updates, quarterly impact reports, annual reports, team meetings and SMT meetings.
  • Identify needs and lead the training of UWS Cambodia staff in data management and analysis where necessary.
  • In collaboration with Global MEAL Manager, develop and enhance MEAL tools to evaluate UWS Cambodia’s primary and secondary impact.
  • Ensure that UWS Cambodia’s strategic planning is evidence-driven and that relevant information is accessible for the Global Executive, Cambodia SMT, Cambodia staff and Global MEAL Working Group.
  • Keep up to date with MEAL models of best practice and current research, to ensure that UWS’ data management and analysis is as efficient and effective as possible. Complete external MEAL training as per needs identified.
  • Be a key member of the Senior Management Team (SMT) in Cambodia. Meet regularly and work closely with the SMT to reflect the charity’s core values in the leadership of the organization, participate in the strategic planning process, promote cross-organisational working and report progress and achievements in MEAL to the SMT, highlighting risk, challenges and mitigation measures.

Requirements
  • At least three years experience in managing MEAL systems for NGOs in Cambodia. Experience in MEAL within the education development field would be advantageous.
  • Bachelor’s or Master’s Degree in data analytics, economics, international development, education, computer science or a related field.
  • Proficient in data collection, verification, cleaning, and analysis with advanced skills in Microsoft Excel. Familiarity with software such as Salesforce, TaroWorks, Kobo Toolbox, CommCare, Tableau, PowerBI and statistical software would be an advantage.

  • People Management and Leadership:

  • Support and coach Education Officers (EOs) to monitor and deliver school development programme, engage community school principal for providing a good quality inclusive education

  • Responsible as the regional Child Protection Lead and be the key person for EOs in the province to raise concerns and respond to cause for concerns in the province in collaboration with local authority and local authority children’s social care services.

Duties
  • Deliver the school development programme in UWS schools and support school principals, government and community teachers, school support committees (SSCs), girls’ clubs, mothers group and commune councils to provide a quality and inclusive education.
  • Collaborate with school principles and SSCs to create yearly school development plans.
  • Responsible for monitoring and evaluating school development, ensuring timely completion of quarterly school development reports, and other relevant data as requested by the MEAL team.
  • Monitor and track individual students’ learning outcomes and progress, empowering teachers to tailor teaching and learning strategies.   • Responsible for implementing the Girls’ Inclusion Project (3-year FCDO-funded project) in schools, which seeks to improve participation in an inclusive, quality education for girls living in small, remote and marginalized communities in Cambodia. Education Officers will support the Inclusion Team to identify out of school adolescent girls and key barriers to education for girls, and will provide training and support to teachers and SSCs to implement project activities at the school, community and national-level to improve girls participation and in school.
  • Build the capacity, skills and structures of community bodies and school staff to effectively govern and sustain schools to gradually transition schools to community and government ownership over a 5-7 year period.

Role Summary

The National Inclusion Lead will be instrumental in providing technical expertise and support to improve the quality of inclusion programmes in UWS Cambodia. The candidate will work collaboratively with the global inclusion team under the guidance of the Global Inclusion Specialist, to design, implement and report against the national inclusive education plan, implement capacity building strategies, and work with key staff to implement inclusion mainstreaming initiatives in all areas of programming in UWS Cambodia.

The candidate will also collaborate with the global inclusion specialist and project team to design and implement girls’ inclusion activities for the FCDO-funded project commencing in April 2023. Typical activities will include assessing gender responsive education practices at the school, community and education system-level and providing technical support to design and implement corresponding training and materials to ensure optimal quality of project activities and outcomes in improving girls participation in an inclusive, quality primary education.

Role summary

The Project Coordinator will manage a 3-year FCDO-funded project which seeks to improve participation in inclusive, quality education for girls living in small, remote and marginalized communities of Cambodia. The project start date is April 2023 and the candidate will directly report to the UWS Global Programme Manager.

The ideal candidate will have prior project management experience in an NGO setting, with confidence in developing and implementing work plans, tracking project activities, monitoring and evaluation, reporting, and adhering to budgets. Experience in managing institutional donor-funded projects (e.g. FCDO, USAID, DFAT) within the development education field will be an advantage.

Duties
  • Responsible for coordinating the successful day-to-day running and implementation of the FCDO-funded Aid Match project activities in Cambodia, following the project work plan, logframe and budget
  • Collaborate with with National Inclusive Lead, Education Coordinator and Senior Education Officers to establish monthly, quarterly, and annual work plans that will be used to track and monitor project delivery
  • Lead and coordinate the team of Senior Education Officers, with guidance from National Inclusive Lead and the Education Coordinator, to ensure project activities within schools and communities are carried out with exceptional quality, meeting UWS standards and following UWS procedures

  • At least 3 years project management experience with an education NGO, or 5 years experience of more general project management experience
  • Experience of working on an institutional donor-funded project a big advantage
  • Skilled in project management and report writing
  • Excellent interpersonal skills
  • Fluency in English and Khmer (written and spoken)
  • Has sound IT skills. Familiarity with Google suite is an advantage.
  • Is prepared to travel within Cambodia, including at short notice
