CITA Institute is seeking a dynamic, strategic, and results-oriented Marketing Manager to lead our brand building, student recruitment, and public relations efforts. Based in Phnom Penh, you will be instrumental in enhancing CITA’s visibility, reputation, and market share within Cambodia's competitive education sector. The ideal candidate will possess a deep understanding of the local market and a proven track record in integrated marketing and PR, preferably within the education or service industry.

Duties & Responsibilities:
  • Strategic Marketing & Brand Management
  • Develop and execute a comprehensive annual marketing and PR strategy aligned with CITA's strategic goals for student enrollment, brand awareness, and reputation management.
  • Lead the development of the CITA brand identity, messaging, and positioning to ensure consistency across all platforms and communications.
  • Conduct market research to identify trends, competitive landscapes, and student needs, translating insights into actionable marketing strategies.
  • Oversee the creation of all marketing materials, ensuring they are engaging, compliant, and reflect CITA’s brand standards.
  • Digital Marketing & Student Recruitment
  • Develop and manage CITA's digital marketing strategy, including SEO, SEM, social media marketing (Facebook, TikTok, LinkedIn, Telegram etc.), and content marketing.
  • Manage CITA’s official website content, ensuring it is up-to-date, user-friendly, and optimized for conversions.
  • Utilize data analytics to track campaign performance, measure ROI, and continuously optimize marketing efforts.
  • Public Relations & Communications
  • Develop and maintain strong relationships with local media outlets, influencers, and key stakeholders to secure positive media coverage and partnership opportunities.
  • Draft and distribute press releases, media kits, and other PR materials.
  • Act as a primary spokesperson for CITA Institute when required, or prepare key leadership for media engagements.
  • Oversee internal communications to ensure consistent messaging within the institution.
  • Events & Partnerships
  • Plan, organize, and execute marketing and PR events, including open days, career fairs, workshops, and graduation ceremonies.
  • Identify and cultivate strategic partnerships with schools, businesses, and community organizations to enhance CITA’s profile and recruitment efforts.
  • Represent CITA at industry events, conferences, and networking functions.

Program Development Manager

Position Summary

Report to: The Director

The Program Development Manager is a pivotal leadership role responsible for the end-to-end lifecycle of CITA Institute’s educational offerings. You will lead the strategic planning, design, and quality assurance of our academic and vocational portfolios. This role manages the Vocational Training sector (Construction, Agriculture, Hospitality, and ICT) while providing high-level oversight to Language departments to ensure all curricula meet national accreditation standards and the shifting demands of the Cambodian labor market.

Duties & Responsibilities:
  • Training Program Development and Implementation
  • Lead the development of new training programs and curriculum across various training departments.
  • Develop and design comprehensive training programs, materials, and courses that are competency-based.
  • Collaborate with subject matter experts and instructors to ensure content accuracy, relevance, and industry alignment.
  • Conduct needs assessments and gap analyses to identify new training requirements and opportunities for expansion.
  • Update and enhance existing training materials and curricula as needed to maintain high quality and current standards.
  • Develop and implement diverse pedagogical strategies such as instructor-led training, industry exposure programs, blended learning to ensure students efficiently achieve learning competencies at the appropriate level.
  • Define and set up the necessary training equipment, technological resources, and practical facilities required for program delivery.
  • Industry and Expert Engagement
  • Stay current with industry trends, best practices, and new technologies in training and professional development across all relevant sectors.
  • Connect with external experts and partners to consult on the development and continuous strengthening of CITA's training programs.
  • Relate to industry partners and students to actively promote and communicate available training and learning opportunities and resources.
  • Maintain robust relationships with partners to support program sustainability and relevance.
  • Training Program Monitoring and Quality Assurance
  • Evaluate the effectiveness of training programs through assessments, feedback mechanisms (student/employer surveys), and performance metrics.
  • Ensure that all curriculum is aligned with the Cambodian Qualification Framework (CQF) and maintains consistency across different subjects, courses, and levels within the Institute.
  • Conduct regular evaluation and review cycles of training materials and delivery methods to drive continuous program improvement.
  • Management and Leadership Support
  • Be part of the strategic and direction team of the Institute
  • Clarify and align department and individual expectations regarding program development standards and timelines.

Duties & Responsibilities:
  • Program Coordination & Academic Support:
  • Oversee the day-to-day scheduling, curriculum implementation, and student tracking for all IT courses and training modules.
  • Support IT instructors by coordinating teaching schedules, distributing resources, and facilitating internal knowledge sharing.
