REPORTS TO : iDE Cambodia WASH MERL Manager

LOCATION : Based in Phnom Penh with frequent day and overnight travel to provinces.

DURATION AND COMPENSATION

The initial duration for this position is one year with a high likelihood of extension based on a combination of performance, project extension, and program expansion.

BENEFITS

The salary for this position is subject to negotiation and benefits are standard based on iDE policy.

PURPOSE

The Management Information System (MIS) Manager is a senior staff member who plays a critical role in the management of information technology for iDE Cambodia’s water, sanitation, and solid waste management programs. The MIS Manager will manage mobile data collection platforms (including Taro-works, Kobo, and other systems) and database systems (including Salesforce, Google Data Studios, and others). The MIS manager will be responsible for troubleshooting and delivering field team training and technical support, as well as developing data dashboards and producing regular reports to monitor operations and progress for the management of iDE Cambodia and iDE Global.

WORKING RELATIONSHIPS

The Management Information System (MIS) Manager reports directly to the iDE Cambodia WASH Monitoring, Evaluation, Research & Learning (MERL) Manager and sits on the Program Management Team (PMT) to support strategic decision-making. MIS Manager works closely with management including GREEN/CR-WASH national managers as well as field monitoring and implementation team members based in provincial offices. MIS Manager will also collaborate closely with iDE’s internationally-based global MERL team.

Duties
  • Work closely with iDE Cambodia management, MERL Manager, MERL Officers, field MERL and implementation teams as well as HQ MERL to set up systems and procedures to gather data from a range of sources with various tools.
  • Administer key systems (manage user logins, registration, permissions, etc.) for data collection and management systems.
  • Provide troubleshooting and training for teams to use mobile data collection systems including Taro-works, Kobo, and other platforms. Ensure that all technical issues/problems are resolved in a timely and responsive manner;
  • Develop user-friendly dashboards and tools to enable management, global MERL leads, and field teams to assess and analyze data to generate learning, make evidence-based decisions, and work efficiently and effectively.
  • Maintain IT systems and ensure that software and hardware are functioning and aligned well with program needs.
  • Experience developing and maintaining data systems to track business performance and improve efficiencies is a strong asset.
  • Explore and make recommendations for new systems, programs, and tools to fit the needs of iDE Cambodia’s program stakeholders from the private and public sectors.
  • Perform others' duties as required.
Requirements
  • QUALIFICATIONS and SKILLS
  • Graduated from university or technical college with a degree in information technology (IT), data science, or other relevant areas of study.
  • At least 5-years experience in a field of IT, data management, or other relevant fields;
  • Demonstrated experience with the development and management of dynamic databases, preferably cloud-based. Specific prior experience with Salesforce.com and/or Google Data Studios is a strong asset, but not essential.
  • Demonstrated experience with developing and supporting mobile forms for data entry (specific experience with Taro-Works and Kobo platforms is a strong asset, but not essential);
  • Experience presenting data clearly through visualizations to allow for ease of analysis
  • Strongly demonstrated proficiency with Windows operating system (Windows 7, 8, and 10), Microsoft Office suite (advanced Excel), smartphone devices, and GIS mapping applications;
  • Experience delivering training and capacity development for IT to a variety of stakeholders
  • Experience working in rural communities
