The National Center for Parasitology, Entomology and Malaria Control (CNM) has been leading Cambodia’s national malaria control and elimination efforts since 2004 through a series of grants supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Under the Regional Artemisinin Initiative 4 Elimination (RAI4E) Grant, managed by the United Nations Office for Project Services (UNOPS), CNM serves as the Principal Implementing Partner (PIP) in Cambodia, collaborating with multiple partners to strengthen decentralized malaria interventions at the provincial and operational district levels.

As Cambodia advances toward malaria elimination, there is a growing need to strengthen surveillance, data management, and cross-border collaboration to ensure timely detection and response. To further support the attainment of malaria elimination certification, the CNM is committed to strengthening its digital infrastructure, with a particular focus on the MIS. This includes the effective implementation of critical components such as the Declaration of Elimination (DoC), Prevention of Re-establishment (PoR), and Subnational Verification (SNV). Enhancing MIS functionalities, improving system interoperability, and ensuring the collection, analysis, and visualization of high-quality, real-time data are central to enabling timely action and sustaining progress toward elimination.

Position Summary

Goal

To provide technical support for developing and enhancing MIS components, including:

  1. Development of a reporting application for uniformed personnel.
  2. Development and maintenance of integrated electronic SMART supervision checklists.
  3. Strengthening MIS–HMIS integration and ensuring compatibility with the upgraded national DHIS2 platform.

Scope of Work

The selected consultant will be responsible for ten main tasks as below, 

  • Development of a reporting application for uniformed personnel
  • Designing and implementing a mobile and web-enabled reporting system tailored to the unique operational context of uniformed personnel, ensuring seamless data capture, offline functionality, and integration into MIS.
  • Development and maintenance of integrated electronic SMART supervision checklists
  • Updating and optimizing SMART supervision tools—including surveillance, entomology, and ITN checklists—to improve supervision quality, system performance, and usability across mobile and web platforms.
  • Strengthening MIS–HMIS integration and ensuring compatibility with DHIS2
  • Upgrading the existing MIS–HMIS data exchange mechanism to align with the new DHIS2-based HMIS platform, enhancing interoperability, accuracy, and automated synchronization of health data.

Expected outputs

The consultant shall deliver the updated malaria information system (MIS) and mobile applications as outlined in the tasks above. Additionally, user guides for using the techniques will be developed, and CNM staff will be trained to manage the systems.

Reporting:

The Consultant shall be expected to submit activity reports in line with the set deliverables and these reports shall be submitted for review and acceptance by the National Malaria Program before any payment is made. 

Period: The work is to be concluded within 34 weeks from the signing of 05th Feb 2026 with a total of 182 working days between 05th Feb 2026 to 30th Nov 2026.

Duties & Responsibilities:
  • Development of the reporting application for uniformed personnel
  • Conduct requirement analysis with CNM and uniformed services.
  • Design mobile and web interfaces for case reporting.
  • Develop offline/online data entry and background synchronization functions.
  • Integrate reporting forms with MIS APIs and database structures.
  • Implement secure user authentication and role-based access controls.
  • Conduct system testing, debugging, and performance optimization.
  • Support pilot implementation and address user feedback.
  • Prepare technical documentation, user guides, and deployment notes.
  • Development and maintenance of integrated electronic SMART supervision checklists
  • Review existing SMART checklists and identify required updates.
  • Update the surveillance activity checklist to incorporate new indicators.
  • Update entomology and ITN checklists to reflect vector monitoring requirements.
  • Improve visualization dashboards for real-time monitoring and analysis.
  • Ensure compatibility and usability across MIS mobile and web platforms.
  • Optimize performance and user experience for supervisors.
  • Conduct testing and validation sessions with CNM technical teams.
  • Produce technical documentation, indicator definitions, and workflow diagrams.
  • Strengthening MIS–HMIS integration (DHIS2 compatibility)
  • Review the existing MIS–HMIS integration workflow, data elements, and APIs.
  • Update the integration interface to match the structure and requirements of the new DHIS2 platform.
  • Map MIS data elements and program indicators to DHIS2 metadata.
  • Cross-check and verify real Health Center (HC) data for consistency and accuracy.
  • Develop improved automated synchronization workflows and error detection mechanisms.
  • Conduct end-to-end testing for data exchange between MIS and DHIS2.
  • Prepare complete integration documentation, including API details, mapping sheets, and workflow diagrams.
  • Provide training and coaching to MIS Unit and HMIS teams to ensure sustainable system maintenance.
  • Prepare detailed documentation of user manuals
  • Develop comprehensive user guides and technical documentation for all updated MIS modules, outlining workflows, data entry procedures, and dashboard usage, with clear instructions and version control aligned with CNM standards.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree
  • Bachelor's Degree in information technology, computer science, or other relevant fields
Work History:
  • Experience in computer programming like PHP, Java, Ruby or similar for 5 to 10 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong Android and iOS mobile application development skills
  • Strong database development skills using MySQL and Ms SQL server
  • Experience in Malaria or public health is desired
  • Experience in Malaria Information System (MIS) is desired
  • Experience of using SMS technology for data collection is desired
  • Familiarity with the health system in Cambodia is desired
  • Proven experience in leading consultative processes; ability to conduct/facilitate sessions related to the development of the consultation meetings.

Soft Skills
  • Ability to think analytically, synthesize and clearly present complex processes and issues related to the development of malaria surveillance
