Kampuchea Action to Promote Education (KAPE), a local NGO based in Kampong Cham, seeks a qualified Cambodian national to fill the position of M&E and Data Management Assistant for the Digital Literacy Programme funded by ASEAN Foundation and Meta (FB). This position will be based at KAPE Head Office in Kampong Cham Province with frequent travel to Phnom Penh. This project is subjected to start from August 2022 to April 2023. The programme aims to promote digital literacy among youth, teachers, community leaders, and government officials by providing them with workshops and training on digital literacy and relevant topics.
- Review the project’s M&E framework, Key Performance Indicator (KPI), work plan, and other relevant documents to gain the necessary background on the project.
- Do research on M&E tools and new technology, such as mobile data collection, online databases, and so on.
- Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals.
- Work with the Program Manager, M&E Manager, and EdTech Coordinator to develop the integration of Work Plans with M&E Plans.
- Assist the Program Manager, M&E Manager, and EdTech Coordinator in developing standard monitoring tools in Khmer and English for quarterly/annual reports and track project progress to ensure timely delivery of outputs.
- Ensure that all the key deliverables and KPIs are monitored regularly, and that data collection is periodically occurring.
- Assist in developing monitoring and data collection schedules to oversee the proper implementation of the project.
- Work with the Program Manager, and M&E Manager to collect baseline/endline data and other information in accordance with project indicators.
- Review, clean, and enter all data collected from project field offices using standardized spreadsheets and databases.
- Provide technical assistance in using standardized spreadsheets and relevant data collection tools.
- Work closely with DoE/PoE, NGO partners, and project staff to ensure regular collection and submission of relevant data required for the data management system.
- Collect and store all MoEYS EMIS and relevant Educational Research Data.
- Assist the M&E manager in training project staff and relevant stakeholders in the usage and management of the monitoring and evaluation system.
- Make travel requests and other administrative tasks relating to project implementation.Assist in writing reports and collecting data for regular reporting about the quality of project implementation and the achievement of objectives.
- Establish and manage relationships with other NGOs, government officials at the district and provincial level, and local educational authorities.
- Perform other duties as assigned by direct supervisor.
- A Bachelor’s Degree in Information Technology (IT), Computer Science, or Digital Learning
- At least one year of experience working in the formal education sector
- Have relevant experience in ICT in education, digital literacy, MIS
- Knowledge of project work methods and their applications to ICT
- Knowledge of digital platforms and software, such as Microsoft 365, Kobo Toolbox, other online forms, etc.
- Ability to work in a school context and with teachers, children, and youth
- Ability to work well with the government education system
- Flexibility and teamwork orientated
- Supportive with good mentoring skills

This position will be based at KAPE Head Office in Kampong Cham Province with frequent travel to Phnom Penh. This project is subjected to start from August 2022 to April 2023. The programme aims to promote digital literacy among youth, teachers, community leaders, and government officials by providing them with workshops and training on digital literacy and relevant topics.
- Review the project proposal to the donor, the work plan, and other relevant documents to gain the necessary background on the project.
- Do research on Digital Literacy, Digital Footprint, 21st Century Skills and other relevant documentation of digital education in lower secondary schools to improve preparedness to implement the project.
- Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals.
- Assist the Programme Manager to develop a work plan in collaboration with the technical working group and other stakeholders.
- Assist and coordinate project implementation with the local government and facilitate communication with the Ministries of Education.
- Ensure close coordination with counterparts working in the Ministry so that there will be effective troubleshooting when problems arise, and also strong ownership of the innovations developed by the project.
- Assist Programme Manager and EdTech Coordinator to conduct any training of the Digital Literacy programme for master trainers.
- Assist Programme Manager to prepare and organize consultative workshops on Digital Literacy Curriculum and training on piloting those curriculums in target schools and ensure that all participants and stakeholders understand and use of all the trained documents.
- Work closely with the EdTech Coordinator and supporting team members from KAPE headquarter in the implementation of other relevant activities.
- Keep minutes of all meetings, including those involving the Technical Working Group comprised of the Department of Information Technology, Department of Curriculum Development, Open Development Cambodia, InSTEDD iLabSEA, and Meta (FB);
- Maintain good communication between the TWG, MoEYS, and the project.
- Make travel requests, and other administrative tasks relating to the implementation of the project.
- Prepare budget requests for implementing project activities according to the budget line and work plan.
- Work closely with M&E Assistant to ensure that all project indicators are being monitored regularly and that data collection is occurring regularly.
- Work closely with M&E Assistant to follow up on all target schools to the relevant activities.
- Assist Programme Manager and EdTech Coordinator to prepare quarterly reports, and annual reports.
- Document best practices and lessons learned from training and workshop and share with other project-relevant staff.
- Perform other duties as assigned by direct supervisor.
