NPA Cambodia is implementing two programmes, the Mine Action and Disarmament (MAD) programme and the Civil Society Partnership Programme (CS). The Mine Action and Disarmament Programme continues with our own operations as well as work closely with national authority Cambodian Mine Action and Victim Assistance Authority (CMAA) and national operator Cambodian Mine Action Centre (CMAC) for a Cambodia free of mines, cluster munition and other Explosive Ordnance (EO).

Position Summary

Role Overview:

The Logistics and Fleet Officer (LFO) work as a support service to the operation in Rattanakiri (RTK) and the role is expected to work closely with the HR & Admin Officer, Finance Officer and under direct supervision from Technical Field Manager (TFM). The position is also required to liaise with the Country Office Logistics teams to ensure that the activities of NPA-RTK support services such as procurement, fleet maintenance, transportation, fuel consumption records etc is compliant with NPA logistic policies and procedures.

Duties & Responsibilities:
  • Procurement:
  • Ensure all logistics and procurement activities have been carried out with full compliance following NPA standards, policies, and procedures.
  • Process all requisitions, collect and analyze quotations, prepare PO, and run local purchasing for the RTK field office of equipment/material in close collaboration with the CO logistics team, RTK HR/Admin Officer, and Finance Officer.
  • Consult with TFM and work closely with CO logistics to develop the annual procurement plan for RTK operation.
  • Constantly evaluate all local suppliers, products, and prices to obtain the best value for money in purchasing.
  • Follow up with suppliers and transporters to receive goods and control delivery.
  • Keep accurate tracking of all requisitions, goods receipts, goods issuances, and all procurement documents.
  • Work with the CO Logistics Team for the preparation of a long-term agreement, contract, or leasing agreement with the suppliers.
  • Participates in review and development of logistics and procurement strategies with CO logistics.
  • Responsible for negotiation and getting contracts and agreements with suppliers and maintaining a good working relationship with relevant stakeholders.
  • Work closely with the CO logistics team to ensure sufficient support on logistics requirements for the RTK field office.
  • Fleet Management:
  • Ensure that the use of all types of NPA fleet (vehicle, motorcycle, generator, etc.) is compliant with policy and government rules, including registration, insurance, service agreements, and repair and maintenance.
  • Ensure accurate records of the vehicle logbook, trip movement, fuel consumption, and repair and maintenance, and produce monthly expense reports.
  • Keep vehicles in good condition for usage, arrange service and repairs as required
  • Keep generators in good working condition
  • Prepare the following reports, including:
  • Loss & Damage Report handling
  • Mechanical Failure Report handling
  • Vehicle Accident Report handling
  • Ensure accurate and update of vehicle history file
  • Coordinate closely with CO logistics, the security focal point, and the insurer when vehicle incidents take place.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in business administration or any related field.
Work History:
  • Logistics and procurement or any related field for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Good command of English and Khmer
  • Experience in logistics, fleet and procurement functions and procedures
  • Experience in customs clearance.
  • Relevant training related to Logistics
Soft Skills
  • Organisational skills with attention to details
  • Sensitive to the needs of others
  • Obtain good communication skill with multi-culture environment
  • Willing to work calmly under the fast-paced environment
