Room to Read Cambodia is seeking a qualified local firm or consultant team to support baseline data collection for the 2026-2029 evaluation of its Co-Educational life skills programming. The evaluation examines two implementation models: the Co-Ed co-implemented delivery model in Kampot and the Co-Ed accelerated model operating across multiple provinces. The baseline will administer the Cambodia Adolescent Life Skills Assessment (ALSA Co-Ed) to Grade 9 students in treatment and control schools.

The planned coverage is 56 schools and approximately 3,320 students, plus students in the two Co-Ed co-implemented control schools. Actual numbers depend on eligible enrolment and participation.

For the Co-Ed accelerated model, Room to Read selected four provinces including Prey Veng, Kampong Thom, Siem Reap, and Kampot. Each province will include five treatment and five control schools. The target is 17 girls and 17 boys per school, where enrolment permits.

The Co-Ed co-implemented delivery model includes six schools that started in 2025 and eight starting in 2026. Where eligible Grade 9 enrolment is below 140, invite all eligible students present. Room to Read will confirm the school list, eligibility and control-school targets before fieldwork.

Eligibility

  • Quantitative research experience: At least five years of experience conducting rigorous school-based surveys, educational assessments, or evaluation studies in Cambodia, preferably with adolescent respondents.
  • Fieldwork management: Demonstrated capacity to recruit, train, deploy, and supervise multiple field teams across provinces within a compressed schedule.
  • Sampling experience: Experience working with school enrolment lists, implementing random student selection, documenting nonresponse, and maintaining sample tracking records.
  • Data management: Proven capacity for secure data capture or entry, daily quality checks, data cleaning, de-identification, codebook preparation, and submission of analysis-ready datasets.
  • Language proficiency: Strong working proficiency in Khmer and English.
  • Ethics and child protection: Demonstrated understanding of informed consent, child assent, confidentiality, child safeguarding, and referral and incident-reporting procedures. The agency and its personnel must never have been convicted of an offense related to the exploitation or abuse of a child.
  • Local knowledge: Knowledge of Cambodia’s education system and experience coordinating with schools and relevant education authorities.
  • Availability and equipment: Availability for the full assignment, capacity to travel to all selected locations, and access to suitable laptops, secure storage, and reliable internet connectivity.
  • Previous experience working with international NGOs, including Room to Read, is an advantage.
