We World-GVC is an Italian independent humanitarian, non-governmental, non-profit organisation born from the merger between GVC Onlus (founded in Bologna in 1971) and WeWorld Foundation (founded in Milan in 1999), with the aim of increasing the impact of their Development Cooperation and Humanitarian Aid projects in 29 countries worldwide. WeWorld-GVC started its operation in Cambodia in 2006 and since then it is committed to promote the respect and promotion of the rights of vulnerable communities within a vision of dignity, exchange and reciprocity.

Starting from 2013, WeWorld-GVC has been working in preventing unsafe labour migration in order to protect the rights of Cambodian migrants (particularly women and children) and reduce their vulnerability to labour exploitation and human trafficking.

WeWorld-GVC is recently seeking to recruit committed, dynamic and qualified Cambodian nationals for the following position below:

Local Facilitator (1 Position)

Position Summary

Location: Siem Reap with frequent mission to Battambang

Schedule: Initially 5 months

Purpose of job:

To ensure the monitoring and data collection of the project for quality of delivery and effectiveness, the successful candidate will be responsible for contributing to data consolidation, analysis and reporting under the Right-to-Work project.

Expectations - Duties, Responsibilities
  • Local Facilitator’s tasks:
  • Under the supervision of the Country Representative, and in cooperation with the Project Manager and the staff in the operational base, the Local Facilitator will:
  •  Support  maintaining  open dialogue  local authorities, stakeholders, beneficiaries  partners
  • Coordinate  organizing awareness sessions/cultural events/focus group discussions  the areas covered by  projects
  • Organizing  implementing training  capacity building sessions  Local authorities, CBOs  NGOs, Focal Points  members  the SHGs
  • Together  project’s partners develop materials  the training  evaluation test  each activity  measure  impact  it
  • Assess training  of focal points, Social ambassador, local authorities  recommend suitable intervention
  • Organize  facilitate SHG meetings  the targeted communities  order  raise awareness, building capacities  advocacy actions  human trafficking  safe migration
  • Facilitate  discussion  look  solutions  local level  the “left behind” (particularly children  women  risk) issue  contribute  raise awareness  protect them
  • Ensure participation  CSOs, stakeholders, community members  the process  planning  implementation  the proposed activities
  • Ensure proper documentation  data collected (hard  soft copies)
  • Attend  participate  necessary meetings  to  project, if requested. Take pictures  video materials  the meetings
  • Conduct  keep updated  stakeholders identification  mapping  the area assigned
  • Map CSOs/NGOs operating  the province  the sector  migration  strengthen  relations, cooperation  synergy  them
  • Support  ensuring  compliance  donor(s) visibility  communication requirements
  • Accompany and/or facilitate monitoring visits  the field. Ensure adequate reporting regarding field visits (including visual reports)
  • Provide  for  organization  both internal  external meetings, seminars, hearings  other events
  • Manage  logistics arrangements  training, workshops, events  field visits (monitoring visits  GVC HQ, EU delegation, Ministry  Labour  other relevant local authorities)
  • Handle cash advance payments  manage cash money used  the  implementation
  • Info/Data  tasks
  • Through  Focal Point  members  the SHGs  any useful information  cases  labour exploitation, exploitative brokering  fake private recruitment agencies practices, smuggling, human trafficking  order  build/develop advocacy roadmap
  • Through  Social Ambassador  members  the SHGs  “real stories” that can  used  the communication campaign and/or case  and advocacy’s initiatives
  • Take picture during  implementation  the activity
  • Produce  up-to-date mapping  the  providers operating  the areas targeted by We World-GVC migration programme  Battambang
  • Update  baseline survey  the identified/selected communes/villages targeted by  project
  • Identify community needs, participate  the selection  communities  –  case – local partners  be included  We World-GVC migration programme
  • Assist  manager  developing  implementing  assessment  rural development, education and/or other topics, if required
  • Coordination tasks
  • Represent We World-GVC  the assigned  locations  in relevant forums  field level  have regular consultations  local organizations, stakeholders  key beneficiaries which  relevant  the objective  We World-GVC programme
  • Attend We World-GVC weekly staff meeting  ad-hoc meetings  take minutes.
  • Attend  participate  necessary meetings  to  projects  provincial /district/commune/village level  take minutes.
  • Attend NGOs/CSOs coordination meetings ( if any)
  • Monitoring  Reporting tasks
  • Elaborate  provide  the line  and  Project  regular reports and/or minutes  each  activities, monthly  quarterly report  the general development  the  in  area
  • Elaborate  Dossier Report  be submitted  PCCT – Provincial Committee Countering Trafficking
  • Report  expenses occurred during  organization  the  with invoices  supporting documents

Requirements - Skills, Qualifications, Experience
  • Requirements
  • At least 1  proven experience  a similar position
  • Bachelor’s degree preferably  Social Studies  related
  • Specific  or experience  migration  issues, labour exploitation  human trafficking  a gender approach would  an asset
  • High level  computer literacy
  • Proven ability  identify good story ideas
  • Excellent written, verbal  no-verbal communications skills
  • Ability  prioritise  effectively manage assignments  a timely fashion
  • Ability  liaise  a diverse range  people  stakeholders,  community  national level
  • Team player, flexible, network-builder, able  handle pressure, enjoy fieldwork
  • Positive, respectful attitude  collaborative approach  problem solving
  • Previous experience  working  International NGOs would  an asset

  •  Fluency in English is required. Working knowledge of Italian is an advantage.

Monitoring & Data Officer (1 Position)

Position Summary

Purpose of job:

To ensure the monitoring and data collection of the project for quality of delivery and effectiveness, the successful candidate will be responsible for contributing to data consolidation, analysis and reporting under the Right-to-Work project.

Expectations - Duties, Responsibilities
  • Monitoring & Data Officer’s tasks:
  • Under the supervision of the Country Representative, and in cooperation with the Project Manager and the staff in the operational base, the Monitoring & Data Officer will:
  • Provide technical inputs and support for the development and implementation of the methodological, operational and training aspects of the Right-To-Work project.
  • Produce standard publishing materials and presentations, and various data visualization formats including maps, statistics, online materials and info sheets.
  • Provide technical support related to data presentation needs on various written outputs (e.g. papers, analysis, sections of reports and studies, inputs to publications, etc.).
  • Proof-read, assist with editing including but not limited to analytical and statistical reports, migration workers and human trafficking profiles, etc.
  • Produce project monthly report and any other reports or info sheets.
  • Prepare preliminary data analyses under the Right-to-work project.
  • Evaluate data and information gaps across all projects and propose adjustments to improve ongoing data collection exercises to strengthen overall consolidation and compatibility of data across project.
  • Research, analyse and evaluate new applications related to information systems, new technologies and processes to manage information in response to labour rights, Rights to work and make recommendations for utilization.
  • Sensitise and build the capacity of staff for an enhanced transparency, accountability and learning mind set in the mission and in the framework of a continuous capitalisation and learning approach.
  • Travel to field missions as necessary to provide technical support and guidance with respect Right-To-Work project implementation.
  • Provide administrative and logistical back stopping as needed. 
  • Perform such other duties as may be assigned.

Requirements - Skills, Qualifications, Experience
  • Education
  • Master’s degree in Migration/human trafficking Studies, Demography, Political or Social Science, Statistics, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Experience
  • Experience in information management, reporting, coordination and analysis of data from large and complex information systems;
  • Experience in using phone app to collect the data
  • Research experience in the field of population studies, human mobility, mixed migration, and human trafficking in developed and developing countries, including field experience related to human trafficking and migration research;
  • Practical field experience in domains related to relief interventions and humanitarian action (including support to migration workers/human trafficking victims and implementation of emergency and early recovery activities) is an advantage;
  • Experience in survey and questionnaire design and probabilistic sampling is an advantage. 
  • Languages
  •  Fluency in English is required. Working knowledge of Italian is an advantage.
  • Fluency in both Khmer and English – written and verbal

Remuneration:
