Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship.

Local Coordinator (1 Position)

Position Summary

REPORTS TO : Program Coordinator ( Phnom Penh)

Location : Mongkol Borie and Thma Pouk district Banteay. Mean Chey Province

PURPOSE OF POSITION:

The Local Coordinator is responsible lead the project to implement the project activities at a provincial and local level, overseeing Improving the Food and Nutrition Security and Resilience of Vulnerable Farming Households Project which integrate Nutrition and Livelihood in Banteay Mean Chey province. This will include direct supervise and manage 2 District Officers and 1 Project Accountant who are responsible implement project in assigned areas. will also work as partnership with World Vision Cambodia, PHD, POA, POWA and others stakeholders in implementing the project activities within the geographic area of his/her responsibility, ensuring timely and smooth coordination of interventions.

Expectations - Duties, Responsibilities
  • Represents the Wathnakpheap in Banteay Meanchey and liaising and/or working with Government authorities and other non-governmental organizations (NGOs) both local and international and maintains direct communication with Government authorities and non-governmental organizations related to the projects assigned.
  • Coordinated the implementation of project deliverables which implementing in Banteay Meanchey Province such as Nutrition and Livelihood.
  • Overall management, leadership and technical responsibility of designated project area and ensuring good quality of project delivery.
  • Provide technical support to District Officers specific of project design, project plans and budgets and consolidation of all plans. Ensuring that project staff have their plan to implement their project on the ground.
  • Develop clear implementation plan and share it properly to the relevant people such as Director, Program Coordinator, and District Officers.
  • Develops Project monitoring tools to track all outputs described in the project design.
  • Keeps monitor and update the tools as timely basic to ensure that the data is accuracy and useable for reporting and/or project design and support implement project M & E framework.
  • Coordinates with Accountants and Finance and Administration in monitoring the flow of funds, ensuring appropriate charging of project expenses, and in reviewing and processing cash advances, requests and liquidation reports submitted by area offices/field staff and project affiliates.
  • Receives and verifies budgets, workplans and accounts of local projects and ensures that accounting principles and models agreed upon are respected.
  • Conducts monitoring/networking visits to project implementation sites and ensures Project Staff comply with donor Management Procedures & Guidelines of WP , World Vision and BMZ in the implementation of the project.
  • Perform such other relevant tasks as required for the implementation of the project.
  • Manage and maintain good communication and relationship with all stakeholders such as local NGOs and INGOs under the target area and to seek their support for and implement the program if needed.
  • Submits action plans and activity reports, budgets and accounts on program activities.
  • Ensures that project activities are properly recorded and reported in a way that renders possible continuous internal evaluation and periodic evaluation from outside.
  • Provides information data and materials, such as special reports, photographic and sound recordings, etc. related to the program, as and when required.

  • The line manager of the District Officers and Project Accountant
  • Advises the Program Coordinator and Director on administrative management and proposes administrative procedures and manuals (excluding those related to personnel and financial management) for the organisation.

Requirements - Skills, Qualifications, Experience
  • EDUCATION:
  • A Bachelor's degree in public health, Community Development, Management or any related field is required.
  • Understanding on Health (Nutrition), Livelihood/Agriculture
  • EXPERIENCE:
  • At least 3 years of meaningful and progressive experience in project management and in implementing community-based cross-sector programs for disadvantaged families. Experience in managing integrate project of integrate Nutrition, Livelihood/Agriculture. Experience in leading and managing large projects in a complex environment is preferred.
  • SKILLS:
  • Strong presentation skills, Communication, speaking and writing. Good English skills are required.
  • Specific Knowledge Requirements:
  • Considerable experience in training, project monitoring & evaluation preferred;
  • Excellent communication skills, both in oral and written forms, is required
  • Can operate MS software application such as MS Word, Excel and Powerpoint

District Officer – Nutrition (1 Position)

Position Summary

Reports to : Provincial (Local Coordinator)

Location : Mongkol Borie and Thma Pouk district Banteay. Mean Chey Province

Expectations - Duties, Responsibilities
  • Ensure timely implementation of project activities according to work plans developed with project management.
  • Facilitate communication with regional and local authorities, local child-related committees;
  • Work in partnership with the local authority and Operation District and Health Centres
  • Build capacity and work with health centres staff and VHSGs to conduct a participatory mapping of nutritious food crops and to monitor beneficiaries
  • Increase awareness of parent, guardian, local authorities and community of the need of improved nutrition for pregnant women and children and different developmental stages.
  • Coordinate HC staff to provide training on PLW and children under 5 health and nutrition to Village Health Support Group (VHSGs) members and core mothers (including men) to raise awareness to target HHs
  • Conduct village fair to promote cooking demonstration for HHs with under-5 children
  • . Conduct public awareness campaigns at the commune level on health promotion, HH consumption practices, maternal infant and young child feeding
  • I feel this activity can be dropped. We can disseminate the messages in the village fair mentioned above. Need not take up a separate activity.
  • This is fine, It can be integrated both in the village fair and also potentially in the activity above. Kindly revise accordingly
  • Coordinate with Local Coordinator for technical training, as needed.
  • Follow up training activities at field level and document its results or experiences, lessons learned from project implementation process.
  • Support OD, CCWC, VHSGs and stakeholders to organize training on related to projects and seek feedback from relevance staff as needed.
  • Establish demonstrations on climate-smart and nutrition-sensitive greenhouse crops production in targeted communities
  • Submit Activity Note of any event, weekly, monthly to Local Coordinator.
  • Keep monitoring of the progress, collect data appropriately and timely.
  • Assist the project manager to identify the gaps in M&E aspect and reporting as needed.
  • Provide support to Local Coordinator to complete the tracking tool and keep the manager aware of significant change under their designated project.
Requirements - Skills, Qualifications, Experience
  • Graduate of bachelor’s Health or Agriculture or Rural Development or a related field
  • Minimum two years of experience with nutrition-sensitive agriculture
  • An understanding of nutrition needs of pregnant women and children and capacity to generate dialogue among a diverse range of groups.
  • Leadership qualities, communication and team skills (including mediation and conflict resolution).
  • Must be willing to live in area of project intervention.
  • Fluency in local languages and English is preferred
  • Computer literacy (MS Word, Excel, Internet and Email).
  • Be patient and have good work commitment
  • Able to drive a motorbike on difficult roads.
