The "Strengthening Preservice Education System for Health Professionals” (SPESHP) Project is funded by the World Bank and managed by the Ministry of Health during the period 2020 to 2026. The project aims to improve the quality of education for health professionals entering the workforce in response to health system needs. It targets two priority areas, which accordingly form the first two project components. The first component aims to improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well as measuring educational outcomes. The second component aims to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University of Health Sciences (UHS) and four regional training centers (RTCs). The third component will support the project management, monitoring and evaluation.

The Ministry of Health is recruiting the following Individual Consultant to carry out and implementing the Strengthening Preservice Education for Health Professionals (SPESHP) Project:

Local Consultant to support National Exit Examinations (1 Position)

Expectations - Duties, Responsibilities
  • Technical and operational support to the FP in the organization of consultative workshops and meetings on strengthening national exit examinations with relevant stakeholders:
  • Prepare a list of relevant stakeholders to be consulted.
  • Develop agendas for consultative workshops and meetings with the relevant stakeholders.
  • Facilitate consultative workshops and meetings in collaboration with the SPESHP project implementation support team.
  • Collect and document comments from consultative activities.
  • Technical and operational support to the FP in the implementation of project activities relating to national competency-based exit examinations
  • Support the development of standardized operating procedures (SOPs) including methodology and process and application of computer-based testing and OSCEs.
  • Support the development of item question bank (a repository of test items);
  • Support the improvement of physical facilities for the NEE center including office space, examination equipment and instruments, information and communication technology (ICT) and audiovisual systems, furniture, auxiliary facilities, and so on;
  • Technical and operational support to the FP in the development of work plan budget.
  • Other tasks:
  • Prepare and submit the monthly trimester and semester implementation report, which summarize implementation progress towards achievement of project targets, major issues in the implementation and propose actions to solve the identified issues to FP and technical team leader;
  • Facilitate dialogues/meetings/discussions between the WB team, project management team, FP and relevant implementing teams, facilitate study visit to other countries if needed
  • Work with the financial management personnel in the Department of Budget and Finance to reimburse incurred expenses.
  • Translate relevant documents (Khmer and English) as needed and taking note for all pre-service education meetings attended;
  • Other tasks relevant to the project that provided by FP.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree or higher degree in education, health sciences and related fields
  • At least 3-year experience in competency assessment, experience in competency-based examination is preferred
  • Experience in health or education project management including planning, coordination
  • Familiarity with the health professional education system, Donor financed and MOH managed projects
  • Demonstrated ability to establish and maintain strong working relationship between key stakeholders (MOH/HRDD, UHS, RTCs, etc.);
  • Ability to perform effectively under pressure and with time constraints.
  • Excellent communication and interpersonal skills, with excellent written and spoken Khmer and English language skills required.
  • Knowledge and skill on Microsoft Excel, Word, and PowerPoint are required and be able Khmer typing.

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, Fourth Edition November 2020.
