The Ministry of Commerce of the Royal Government of Cambodia is initiating the development of its first ever Trade Policy Framework. The theme of the TPF will be "Cambodia Trade Policy Framework Towards 2030: Trade-led Structural Transformation". The framework should contribute to the implementation of the newly released "Pentagonal Strategy Phase I" of the new Government.

The development of the TPF is a complex and important task that will require the involvement of a wide range of stakeholders, including government officials, private sector representatives, academics, and civil society organizations. The Team Leader will be responsible for overseeing the development of the framework, ensuring that it is comprehensive, ambitious, and achievable.

The objective of the assignment is to develop a comprehensive and ambitious TPF for Cambodia that will support trade-led structural transformation and contribute to the Pentagonal Strategy Phase I.

Lead National Expert to Develop Trade Policy Framework

Position Summary

The Lead National Consultant will be based in DICO, MoC (DICO is acting as the Project Management Unit under MoC). She/he will work under the general direct supervision and guidance of the Project Director (DICO Director). The consultant’s assignment is expected to be for a maximum of 15 (Fifteen) working days over an initial period of 4 months, most of them in-country.

Requirements - Skills, Qualifications, Experience
  • The Lead National Consultant should have the following qualifications:
  • PhD in economic or trade policy
  • At least 5 years of experience in trade policy formulation and implementation in Cambodia.
  • A strong understanding of the Cambodian economy and the Pentagonal Strategy Phase I.
  • Excellent analytical and writing skills.
  • Strong teamwork and interpersonal skills.
  • Fluency in English and Khmer is essential.

Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy or soft copy to The Ministry of Commerce.

Interested consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment by sending a request by Email or from the address provided during office hours from 8:30am to 12:00am and from 2:00pm to 5:30pm, Monday through Friday, except public holidays.
