Background

The National Center for Parasitology, Entomology and Malaria Control (CNM) has been implementing a strengthened and comprehensive malaria program since 2004 through a series of grants received from the Global Fund for HIV/AIDS, TB, and Malaria (GFATM). In addition, the UNOPS as the Principal Recipient for the Regional Artemisinin Initiative 3 Elimination (RAI3E) Grant, received funding from the Global Fund to collaborate closely with CNM in the malaria fight. As a result, CNM is designated as the Principal Implementing Partner (PIP) for Regional Artemisinin Initiative 3 Elimination in Cambodia. CNM, in collaboration with UNOPS and other partners, endeavors to ensure more effective decentralized malaria control operations at provincial and operational district levels and bring down malaria-related morbidity and mortality in the country.

Position Summary

Goal

This consultancy aims to develop a decision support tool in the Malaria Information System (MIS) in the form of a mathematical model to predict malaria case situation with current practice of malaria national program. Furthermore, the tool will be used for information to guide malaria national program to make decisions, strategy or interventions in order to reach the malaria elimination goal. 

Scope of Work

The selected consultant will work closely with MIS team for building the tools in MIS and guide MIS team to manage and update tool by themselves after tool is already developed and deployed.

The malaria model should be developed in R or a similar high-level language. The model should be a compartmental transmission-dynamic model. It should include all key malaria interventions relevant to the Cambodian context. Ideally it will have a streamlined process for fitting to routine surveillance and intervention coverage data. It will have the capability to project the impact of multiple future intervention scenarios to be selected by the user. The model code will be structured to import data in the format produced by MIS and export output in a format compatible with MIS. Once developed the consultant will provide necessary information to the CNM technical team to set up the pathway for importation of data into the model and the exportation of model output to MIS.

Reporting:

The Consultant shall be expected to submit activity reports in line with the set deliverables and these reports shall be submitted for review and acceptance by the National Malaria Program before any payment is made.

Period: The work for 2022 is to be concluded within 12 weeks from the signing of 15th August, 2022 with a total of 30 working days between 15th August 2022 to 23th Sep 2022. The work for 2023, a further 15 working days is to be concluded by 4th August 2023.

Expectations - Duties, Responsibilities
  • Develop a mathematical modelling tool
  • Work with Technical office and MIS to identify the requirements for the modelling tool
  • Review the available data and current interventions that have been deployed
  • Build the mathematical of model structure following the CNM’s needs
  • Training
  • Guide head of MIS unit to understand a whole structure of the developed mathematical tool
  • Guide head of MIS unit on how to use and update the developed tool
  • Malaria Information System
  • Work with the MIS technical team to support embedding the modelling tool within the MIS system with data fitting feature.
  • Design a dashboard or user interface to allow user interact with the modelling tool in MIS
  • Prepare a short user guide for using the modelling tool. Train CNM data manager and relevant team members to manage and update the tool.
Requirements - Skills, Qualifications, Experience
  • PhD in mathematical modelling or relevant topic
  • Publication track record in malaria modelling for Cambodia and/or the Greater Mekong sub-Region
  • Advanced computing expertise in R or other relevant languages, preferably applied to malaria modelling
  • Experience of developing mathematical model interfaces using R-shiny or other relevant packages
  • Experience of development and delivery of modelling training for malaria control program staff
