MISSION
The Monitoring, Evaluation, Learning and Accountability Officer (MEAL Officer) supports project teams for designing, implementing and maintaining effective monitoring and evaluation system to track project performances and impact. Their role is to support the project managers and coordinators by providing them necessary data for informed evidence-based decisions and projects follow-up. S/he provides adequate monitoring and evaluation tools; ensures the quality of the data; contributes to the analyses and reporting. S/he also supports capitalization exercises and actions for accountability to stakeholders (donors and beneficiaries).
S/he reports and coordinates with the MEAL manager based at the head office in Paris, in an objective to consolidate and to use the multi country MEAL system.
Their line manager is the Country Director in Cambodia.
The position is located in Phnom Penh and opened from the 1st of December, 2025
- Monitoring
- Support the selection of indicators during the development of logical frameworks for new or renewed projects.
- Set up monitoring and evaluation frameworks for projects and data collection tools for project teams.
- Assist project teams in designing data collection for studies and surveys (e.g., baseline studies or diagnostic studies) and help coordinate these studies.
- Provide recommendations for the selection of tools/systems and develop operational decision-support tools (dashboards, etc.).
- Identify capacity-building needs of project stakeholders (partners and PE&D internal teams), and develop training on M&E in collaboration with the HQ MEAL Manager, then deliver training to identified stakeholders.
- Support the implementing partner on M&E in coordination with project teams.
- Conduct data analysis for project teams and facilitate the use of data from the monitoring and evaluation system to provide advice and recommendations for improving project quality.
- Ensure the quality of project indicators.
- Ensure, with project teams, that projects comply with monitoring and evaluation requirements and donor rules.
- Update the Cambodia MEAL tracking file and ensure that MEAL activities are carried out within the specified deadlines.
- Evaluation
- Support the drafting of terms of reference, the selection of consultants, and the validation of deliverables with project teams for all mandatory external evaluations in projects.
- Propose, when necessary, to conduct internal evaluations.
- Accountability
- Review technical reports of PE&D Cambodia projects before submission to ensure the quality of indicators provided and provide explanations following various data analyses.
- Support the implementation of beneficiary satisfaction surveys and provide structured and actionable feedback to project teams to improve responses and project quality.
- Produce content to support external communication and provide advice to project teams on how to communicate project results (infographics, key results).
- Learning
- Identify learning topics with project teams so that these learnings are used in the development of new projects and shared with stakeholders, including internally.
- Coordinate learning activities (capitalization, experience-sharing workshops, documentation, etc.) with project teams.
- Ensure the archiving and proper knowledge management of PE&D Cambodia.
- Other responsibilities
- Harmonize the MEAL system of PE&D Cambodia and facilitate the harmonization of the MEAL system at PE&D in general.
- Contribute to the enrichment and application of PE&D’s MEAL procedures.
- Improve the understanding of project contexts by sharing national surveys, statistics, government agencies, international institutions, and technical and financial partners.
- Conduct regular field missions as requested by project managers and the country director in Cambodia.
- Support the measurement of PE&D’s cross-cutting effects and impacts, particularly through beneficiary monitoring and global performance indicators.
- Master's Degree in or equivalent in human sciences (economics, ethnology, anthropology, sociology, statistics, political science, international development, or any other relevant field).
- At least of professional experience in MEAL or research (statistical surveys, action research), ideally in a multi-cultural context for 2 years
- Experience in data collection and analysis.
- Proven IT skills, particularly in the use of data collection software (such as KoboToolBox, ODK, etc.).
- Very strong Excel skills.
- Interest in capacity-building and training facilitation
- Ability to think complex systems.
- Proven experience in managing multiple and concurrent tasks while maintaining the quality of deliverables within deadlines.
- Strong organizational skills and capacity to prioritize.
- Strong interest in social issues.
- Fluency in written and spoken Khmer and English (mandatory).
- High degree of autonomy, ability to listen, patience and team spirit
