GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

There are currently insufficient regulations in ASEAN for the integration and operationalisation of trade-related aspects of the circular economy. Despite the existence of the circular economy framework in ASEAN and the plans to integrate circular economy aspects into ATIGA, the relevant actors lack a common understanding of cross-sectoral cooperation. This leads to insufficient consideration of trade-related circular economy issues in regional agreements such as the ATIGA, ASEAN Economic Community (AEC) Blueprint post-2025, or sectoral work plans. Actors, both at the regional level (ASEAN Secretariat and relevant working groups) and at the national level, do not have sufficient capacities and knowledge to promote the implementation of trade-related aspects for the circular economy (core problem). This Technical Assistance module addresses this core problem by enabling the actors in relevant ASEAN bodies (especially the CCA) to develop proposals for agreements on trade-related aspects of a circular economy. It also increases the capacities in AMS to promote a circular economy and strengthens the integration of the needs of the private sector. The module objective is therefore: Trade-related aspects of circular economy are operationalised by relevant public and private sector actors in the ASEAN region.

The regulatory framework for the integration of trade-related aspects in the circular economy is not sufficiently developed at either the ASEAN or the national level. Despite the interest of the AMS in creating good framework conditions for a circular economy, the capacities, especially in the smaller AMS, are not sufficient to develop regional and national guidelines without support.

Position Summary

Within the framework of ASEAN-German cooperation in the area of Regional Economic Integration (ASEAN REI), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing several projects and one among those projects, “Promoting trade-related aspects for circular economy in ASEAN (TraCE)” was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany. The overarching objective of the project is to strengthen the trade-related aspects of the circular economy operationalised by relevant public and private sector actors in the ASEAN Member States (AMS), through support at both the regional and national levels. The so-called CLV countries – Cambodia, Lao PDR and Vietnam – are the primary beneficiaries of the project support, along with Indonesia.

In Cambodia, TraCE supports its main government counterpart, the Ministry of Commerce (MoC). In close cooperation with the Coordinating Committee on the implementation of ATIGA (CCA) and the ASEAN Trade Facilitation Joint Consultative Committee (ATF-JCC). The project will support the operation of trade-related aspects for the circular economy by relevant public and private sector actors in the ASEAN Member States (AMS). It is therefore set to cover the following thematic fields: a) Developing regional deliverables regarding trade-related aspects of circular economy (e.g. regional guidelines); b) Building capacities of national ministries to develop national guidelines in selected AMS and c) Promoting business participation in circular economy initiatives, especially women entrepreneurs.

Expectations - Duties, Responsibilities
  • The main duties of the position include:
  • Assisting the provision of technical advice on trade-related topics for circular economy and SME development to partner institutions;
  • Supporting agreed project activities in collaboration with the government counterpart, as well as other synergized cooperation with other relevant regional and bilateral projects;
  • Contributing to the development and implementation of capacity-building activities with potential institutions in cooperation with the public and private sectors in Cambodia;
  • Drafting of Terms of Reference (ToR), Concept Notes and other background documents for project activities and expert assignments;
  • Supporting the knowledge management, media, and results monitoring, research, and report-writing;
  • Assisting the development of communication materials and media about project activities for internal and external media;
  • Officially representing GIZ Cambodia and its project portfolio toward the public and private sectors in Cambodia;
  • Regularly updating the regional project team as well as the ASEAN Team in Cambodia about upcoming important topics in the country with relevance to ASEAN economic integration; and
  • Performance of other project-related tasks, as assigned by the Principal Advisor of TRACE, Senior Advisor for Economic Cooperation and Private Sector and the ASEAN Team Leader in Cambodia.
Requirements - Skills, Qualifications, Experience
  • Required Entry Qualifications and Competencies
  • At least a bachelor’s degree in international relations, law, business management, international economics, or another relevant field;
  • At least 3 years of professional experience in a similar position;
  • Excellent understanding of topics and issues related to economic development and regional integration, as well as the ability to identify thematic interfaces between different policy areas;
  • Very good command of Khmer and English (spoken and written).
