GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The regional ASEAN project “Integrated Approaches to Climate Protection and Air Quality Improvement in Southeast Asia / Mekong Riparian States (SEACAI)” is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development and Cooperation (SDC).

It supports the ASEAN region in reducing short-lived climate pollutants (SLCPs), such as black carbon and methane. These pollutants are major contributors to global warming, air pollution, and public health risks in Southeast Asia. In the Mekong region, key emission sources include agricultural residue burning, forest fires, and open waste burning. These emissions contribute to transboundary haze, respiratory illnesses, degraded ecosystems, and significant economic losses.

In Cambodia, SEACAI works closely with the Ministry of Environment, and contributes to the implementation of the ASEAN Haze-Free Roadmap (2023–2030) and the Cambodia Clean Air Plan. It promotes scalable solutions for SLCP mitigation, data-driven air quality management, and regional knowledge exchange.

To support project implementation, GIZ is seeking a qualified Junior Advisor to join the team in Phnom Penh.

Junior Advisor for SEACAI

Expectations - Duties, Responsibilities
  • Assisting the provision of technical advice on climate protection, air quality, and the mitigation of short-lived climate pollutants (SLCPs) to government partners and other key stakeholders.
  • Supporting the planning, coordination, and implementation of agreed project activities in close cooperation with the Ministry of Environment, the ASEAN Secretariat, and other regional and bilateral cooperation projects.
  • Contributing to the design and implementation of demonstration pilots addressing open burning and improved management of agricultural and waste residues in Cambodia.
  • Supporting the development and implementation of regional knowledge-sharing platforms and capacity-building activities, including contributions to the SLCP Knowledge Hub.
  • Drafting Terms of Reference (ToR), Concept Notes, briefing notes, and background documents for project activities, partner engagement, and expert assignments.
  • Assisting in the development of communication materials, such as articles, visuals, and social media content, to document and promote project activities and results.
  • Supporting monitoring, evaluation, reporting, and knowledge management processes in line with GIZ standards.
  • Representing the project during technical workshops, stakeholder consultations, and study visits, including regular national and regional travel.
  • Collaborating closely with the SEACAI regional team and the GIZ ASEAN team in Cambodia to ensure timely information exchange and coherence across country and regional activities.
  • Performing other tasks as assigned by the Principal Advisor of SEACAI, the Senior Technical Advisor, or the GIZ Cambodia Management Team.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in environmental science, environmental engineering, or a closely related field. A Master’s degree is an advantage.
  • Initial professional or academic experience (e.g. internships, thesis, or up to 3 years of work experience) related to air pollution, short-lived climate pollutants (SLCPs), or climate change mitigation, ideally in the agricultural or waste sector.
  • Familiarity with air quality monitoring techniques, including the use of satellite-based data and ground-based reference stations.
  • Basic understanding of the environmental, health, and climate impacts of SLCPs and their relevance to policy and development in the Southeast Asian context.
  • Demonstrated interest or prior experience in working with government institutions, development organizations, or multi-stakeholder environmental initiatives.
  • Strong analytical and writing skills, including the ability to prepare clear technical documents, reports, and presentations.
  • Excellent command of English and Khmer (spoken and written).
  • Strong interpersonal skills, openness to feedback, and a high level of self-initiative and cultural sensitivity.
  • Willingness to travel within Cambodia and across the ASEAN region as required.
