GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

For the implementation of the regional project “Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs” (3RsProMar) in Cambodia, we are seeking for a candidate for the position of Junior Advisor (national candidate), based in Phnom Penh.

The project "Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs" supports the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based waste leakage to protect the seas. The project outcome includes four output areas. Based on the “ASEAN Framework of Action on Marine Debris” the regional cooperation and knowledge management among the ASEAN working groups will be enhanced. The second area of activity focuses on the development of national measures for waste leakage reduction within the focal ASEAN member states (Indonesia, Philippines, Viet Nam and Cambodia) as well as their transmission to strategies on local level. The third area of activity focuses on involving the private sector to develop approaches for waste leakage reduction along the value chain. Pilot projects along the value chain from sustainable consumption to enhanced waste collection and recycling will be implemented in a fourth area of activity in selected municipalities.

Junior Advisor

Position Summary

The Junior Advisor will support the project with technical knowledge and will be responsible for contributing towards the achievement of the program’s contractual targets in Cambodia. He/she will do everything possible to ensure that the country-specific program targets are met.

Expectations - Duties, Responsibilities
  • Assists with general project planning and supports the development of project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Supports the mobilization of stakeholders (public, private, civil society); drafts and prepares advise for national institutions on policy reforms related to the output areas with support of the (regional) team and short-term experts,
  • Formulates terms of reference, supports the selection and supervision of external support (consultants) assignments for selected research studies, workshops and/or training events
  • Supports the design, preparation, and organization of technical workshops as well as high-level events (in-person and virtual) and other activities on waste prevention and management as well as sustainable (plastics) value chains and the reduction of waste leakage from land-based sources,
  • Supports in preparing appropriate input, confirmation of data for various project reports including annual reports and contributes to the other reports required by GIZ Head Office
  • Ensures knowledge transfer of project information
  • Documents the entire process in the project to become knowledge product
  • Draft reports and presentation documents
  • Performs other duties and tasks at the request of the project leader
  • Supports background research within the project context.
Requirements - Skills, Qualifications, Experience
  • University degree in the fields of waste management, environmental science / management, marine protection, economics, political science or similar
  • Two years of professional experience related to waste management, circular economy and sustainable consumption and production/ green economy, (plastic) waste reduction and recycling, marine litter, and marine protection, or similar
  • Experience in designing, organizing, and facilitating trainings, workshops, and conferences; proven experience in network management, multi-stakeholder dialogues
  • Experience in drafting recommendation papers, guidelines strategies, and legislative proposals,
  • Good knowledge of relevant stakeholders in the sector required, knowledge of the international framework and good practices on the topic is an asset,
  • Excellent spoken and written Khmer, complete fluency in English (spoken and written), knowledge of other languages of the region will be an asset
  • Experience in communication campaigns and in designing gender-sensitive messages and activities; knowledge of local information distribution channels (TV, radio, papers, websites, social media, etc.) would be beneficial.
