POSITION SUMMARY
ISF is seeking a motivated and qualified IT Officer to join our dynamic team. The IT Officer is responsible for providing technical support and maintaining the organization’s IT infrastructure. This includes managing computer networks and security, supporting data collection systems, installing and configuring Windows operating systems, printers, and other IT equipment, and ensuring smooth day-to-day IT operations.
Accountability and Relationship:
- Reports directly to the IT and M&E Manager
- Works collaboratively on a daily basis with operation and other team
- Is part of a small team of local staff
Working Hour: Monday to Friday 8: 00AM to 12: 00AM and 2: 00PM to 5: 00PM, 7 hours a day unless otherwise agreed with the IT and M&E Manager.
- Install, configure, and maintain local area networks (LAN), Wi-Fi, routers, switches, and firewalls
- Monitor network performance and troubleshoot connectivity issues
- Implement and maintain basic IT security measures (user access control, antivirus, updates, backups)
- Ensure data security, confidentiality, and compliance with organizational IT policies
- Support VPN, email security, and basic server/network security tasks
- Support and maintain data collection systems (e.g. digital forms, databases, MIS, or mobile data collection tools)
- Assist users with data entry, synchronization, and system troubleshooting
- Ensure data integrity, backups, and proper system usage
- Coordinate with program teams to support IT-related data needs
- Install, configure, and maintain Windows operating systems
- Install and support printers, scanners, and other peripheral devices
- Set up and configure desktops, laptops, and mobile devices
- Perform routine maintenance, updates, and troubleshooting of hardware and software
- Manage software installations, licenses, and updates
- Provide day-to-day IT support to staff (onsite and remote)
- Respond to IT support requests and resolve issues in a timely manner
- Train staff on basic IT usage, security awareness, and best practices
- Maintain inventory of IT equipment and assets
- Document IT procedures, configurations, and troubleshooting steps
- Assist in planning and implementing IT improvements and upgrades
- 18 days annual leave a year plus public holiday

- Bachelor's Degree in or diploma in Information Technology, Computer Science, or a related field (or equivalent experience)
- Experience in IT support or a similar role for 3 years
- Experience supporting networks, Windows systems, and printers
- Experience with data collection systems or MIS is an advantage.
- Good knowledge of Windows OS installation and configuration
- Basic understanding of networking (LAN, Wi-Fi, TCP/IP, routers, switches)
- Knowledge of IT security fundamentals (antivirus, firewall, backups, user access)
- Experience with printers, peripherals, and hardware troubleshooting
- Familiarity with data collection tools, databases, or cloud-based systems is a plus
- Strong problem-solving and troubleshooting skills
- Good communication and customer-service mindset
- Ability to work independently and as part of a team
- Good time management and organizational skills
- Fluent in both Khmer and English
