The NGO Forum on Cambodia is a well-respected membership-based organization. It comprises 70 local and international non-governmental organizations, each specializing in different areas of humanitarian and development assistance to Cambodia. NGOF exists to represent the priorities and concerns of these civil society organizations, which are accountable to the poor and vulnerable people of Cambodia. The NGO Forum was established in the early 1980s by international NGOs campaigning for an end to the aid embargo imposed on Cambodia at that time. Over the last three decades, the NGO Forum has evolved in response to the changing socio-political climate of the country. Since its inception, the NGO Forum has accumulated significant institutional expertise in convening CSOs, facilitating networks of members in shared advocacy work, representing the diversity of members’ views and interests, and constructively engaging with government, development partners, and the private sector. Currently, the NGO Forum is seeking a qualified Cambodian candidate for the position of IT (Information Technology) Assistant, PALI Intern, SACHAS Intern.

Organization Structure

Under the operational plan 2024, there are four implementation components referred as programs and the following diagram illustrate the structure which is under the leadership of the Executive Director entrusted by membership and management committee known as board of directors1.

PALI (Policies and Legal Influences) aims to engage and influence global, regional, and national laws and policies that impact the poor, indigenous, marginalized, and vulnerable groups.

SACHAS (Solidarity Actions for Community Harmonization and Sustainability) aims to support NGOF members, partners, and communities in operationalizing key laws and policies to transform their communities into harmonious, prosperous, resilient, and sustainable ones.

IT Assistant

Position Summary

Position Overview

The IT Assistant will play a vital role in enhancing the visibility and efficiency of NGOF’s IT systems. This position offers a unique opportunity to contribute to the organization’s digital transformation, ensuring effective knowledge and data management while supporting the organization’s advocacy and capacity-building efforts.

The NGO Forum on Cambodia (NGOF) seeks highly motivated interns to gain practical experience in project management and administration within our programs that support marginalized and vulnerable groups (PALI, SACHAS and MACOR). This is a temporary, full-time position based in Phnom Penh, with occasional travel to provinces. The internship lasts a minimum of 6 months with potential extensions.

Expectations - Duties, Responsibilities
  • Website, Social Media, and Event Management
  • Update NGO Forum information on the website and social media platforms (Facebook, Google Plus, Twitter, YouTube, etc.).
  • Enhance the NGO Forum’s website and social media platforms to ensure they are attractive and engaging.
  • Collaborate with the Media and Communication Unit and program managers to gather and update website content.
  • Support program teams in promoting events on the website and social media.
  • Provide technical support for online events/meetings (Livestream, Zoom, Microsoft Teams, etc.).
  • IT Helpdesk Support
  • Set up computers for new staff members.
  • Perform regular maintenance on computers, printers, scanners, and other IT equipment.
  • Conduct basic repairs on computers, UPS, LCD projectors, overhead projectors, laptops, and other portable devices.
  • Provide IT training on software use within the NGO Forum office.
  • Develop specifications for IT equipment procurement.
  • Assess the condition of IT equipment and recommend necessary upgrades or replacements.
  • Internet and Email Management
  • Create email accounts for new staff and provide training on system and device usage.
  • Ensure internet and email systems are protected against viruses and operate securely.
  • Monitor internet data usage to prevent service disruptions.
  • Research and recommend cost-effective internet service providers.
  • Regularly back up email accounts and messages.
  • Data Management and Cybersecurity Support
  • Develop and maintain databases, including program databases (e.g., Land Dispute Database), membership databases, internal calendars, and staff leave request databases.
  • Collect and store documents from staff traveling abroad or on in-country missions for knowledge-sharing.
  • Organize and maintain library resources.
  • Maintain IT equipment inventory and control.
  • Inform the Executive Director about IT security and accessibility issues.
  • Maintain a security system by updating antivirus software, ensuring data confidentiality, and preventing unnecessary internet and email usage.
  • Perform regular data backups to prevent data loss.
  • Filing System Management
  • Ensure documents are securely stored in the cloud/server following NGOF’s filing system.
  • Maintain and update the filing system.
  • Train NGOF staff on accessing and managing the filing system.
  • Maintain documentation of NGOF’s event materials, including presentations and handbooks.
  • Reporting and Monitoring
  • Prepare high-quality IT reports (monthly, semi-annual, and annual).
  • Monitor IT activities based on the log frame and budget plan, adjusting as necessary.
  • Contribute to organizational reports and documents for internal and public use.
  • Assist the Program Manager in establishing an organizational database system.
  • Assist the Program Manager in designing PMIS (Program Management Information System) and other workflow automation.
  • IT Logistic Management/ Some Administrative Tasks
  • Implement IT activities according to the approved budget.
  • Prepare and submit advance requests, manage disbursements, and justify expenditures.
  • Develop and monitor IT cooperative agreements.
  • Logistic reparation and request for the required events.
  • Graphic Design and Branding
  • Assist the program unit in designing Information, Education, and Communication (IEC) materials and templates.
  • Assist in developing communication branding materials.
  • Workplace & Internal Communications
  • Provide communication support for NGOF programs when requested.

  • Perform other related duties as assigned by the supervisor.

  • Education:
  • Bachelor’s degree in IT or a related field.
  • Knowledge of website development is an advantage.
  • Experience and Skills:
  • At least one year of experience in IT and website management.
  • Skills in web design & development, client-server network management, database development, and internet & email systems.
  • Demonstrated interest in development-related issues.
  • Ability to initiate and implement innovative IT solutions.
  • Strong command of spoken and written English.

PALI Intern

The internship offers a stipend to cover living expenses, valuable work experience in network coordination and NGO advocacy, and a Certification of Internship Service from NGOF upon completion.

Finance and Administrative Intern

Position Summary

Expected Learning Benefits:

  • Working knowledge in policy’s compliance, cross-check, financial document check and review.

Expectations - Duties, Responsibilities
  • Assis to check all related financial documents complying to internal procedure and policies.
  • Assist to handle financial documents to approving officers
  • Assist to check and verify financial document to have completed valid and sufficient required financial supporting document including Stamp “PAID” to all payments and other supporting document once the payment is paid
  • Assist finance staff to related task with the bank and tax office
  • Assist to Record financial transactions into excel listing
  • Assist to check, verification and pay DSA to participants
  • Assist MACOR team on administrative tasks including procurement and logistic arrangement.
  • Assist Finance and Operation Manager in producing financial report as required
  • Other tasks assigned by direct supervisor and executive management
Requirements - Skills, Qualifications, Experience
  • Education:
  • Bachelor’s degree or fresh graduated in accounting and or similarly qualification
  • Knowledge and understanding taxation in Cambodia are an advantage
  • Ability to perform a variety of specialized activities related to finance and accounting
  • Capable of cross-checking and reviewing documents
  • Computer skills, MS. Office and the ability to use QuickBooks are preferable.
