As an independent development and humanitarian organisation, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. For over 80 years we have been building powerful partnerships for children, and we are active in over 75 countries.

Plan International Cambodia was established in 2002 and is currently operating under its 4th Country Strategic Plan (FY22-FY27). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic was developed based on a child rights and girls rights horizon scanning, which assessed the root causes and gaps at household, community, district and national levels which result in girl’s rights being violated or unfulfilled. Based on this analysis, four strategic program owere developed, focused followings:

  1. Healthy Start (integrated Nutrition, ECCD and WASH);
  2. Protection Plus;
  3. Lifelong Learning (Education and TVET); and 4) Girls Leadership

These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

Summary of the Requirement

Currently Plan International Cambodia uses internet connected through an inter-office LAN with a Corporate Broadband Package. Additionally, the offices are connected to the corporate LAN over VPN. The internet connection also be used for email communication, videoconferences, online SAP ERP systems, cloud sharing file service, and OneDrive for business. The current internet speed, include:

  • Phnom Penh Country Office: 80 Mbps
  • Siem Reap Program Unit Office: 30 Mbps
  • Ratanakiri Program Unit Office: 30 Mbps
  • Stung Treng Program Unit Office: 30 Mbps

And, additional services include:

  • Dedicated internet connection
  • Three (03) public IP addresses for each office location
  • Free upgrade internet speed during monthly virtual staff meeting and other big group virtual meetings or training events of at least for 8 hours per month, as the below:
  • Phnom Penh Country Office - upgrade from 80 Mbps to 250 Mbps
  • Siem Reap Program Unit Office - upgrade from 30 Mbps to 120 Mbps
  • Ratanakiri Program Unit Office - upgrade from 30 Mbps to 60 Mbps
  • Stung Treng Program Unit Office - upgrade from 30 Mbps to 60 Mbps

The current internet services agreement will end on 30 September 2026. Plan International Cambodia wants to engage Supplier/service provider to provide Internet Service for another three (03) years period from 1 October 2026 to 30 September 2029 for four (04) office locations at Phnom Penh, Siem Reap, Ratanakiri and Stung Treng. Agreement will be made and signed annually and subjected for renewal for 3 years.

Overview

Plan International Cambodia is inviting all interested and legally registered parties to submit a bid as part of a competitive process. Successful bidder(s) will be expected to enter into a formal contract for this bid on an exclusive/non-exclusive basis. Plan International Cambodia reserves the right not to award a contract as a result of this Invitation to Tender, or to award to multiple successful bidders.
