Announcement Description

The Kingdom of Cambodia has received “grant” from French Development Agency toward the cost of Programme for Sustainable and Inclusive Growth in Fisheries Sector: Aquaculture Component (CaPFish Aquaculture) and intends to apply a part of the proceeds of “grant” to payments under the contracts for Supply, Delivery and Installation of Laboratory and Mechanical Equipment “FiA-G03”.

The Ministry of Agriculture, Forestry and Fisheries, Fisheries Administration now invites sealed bids from eligible and qualified bidders for Supply, Delivery and Installation of Laboratory and Mechanical Equipment “FiA-G03” with the following lots:

  • Lot1: Laboratory Equipment
  • Lot2: Mechanical Equipment

Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of French Development Agency.

This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.

Bidder Eligibility

  • Qualification requirements include:
  • The bidder has completed contracts in the preceding two years, in the total cumulative amount equal to at least
  • Lot1: USD 250,000
  • Lot2: USD 800,000
  • The bidder has availability of liquid assets through either:
  • access to a line of credit or cash in bank account of an amount at least equivalent to bid value, net of other contractual commitment; or
  • credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

Submission Requirements

Interested eligible bidders may obtain further information from the Project Management Unit and inspect the Bidding Documents at the address given under point 11 during official government working hours from 7.30 AM to 12.00 AM and 2.00 PM to 5.30 PM.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee USD 35 or its equivalent in Cambodian Riel being KHR140,000. The method of payment will be certified check, or cash. The Bidding Documents will be sent by mail or may be collected in person at the discretion of the bidder. Other than payment of the nonrefundable fee specified above, there shall be no other conditions for purchase of the bidding documents.

Bids must be delivered to the address given below at or before 12 August 2025, 09:30AM. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at 12 August 2025, 09:30AM.

All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.

The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
