“SME Fundraising” aims to strengthen SMEs’ ability to access finance by improving the quality and credibility of their business and financial information, and by connecting qualified SMEs with relevant capital providers. The program supports SMEs to organize verifiable records, develop practical investment toolkits, and progress into curated engagements with banks, MFIs, and investors—resulting in trackable financing pipelines and documented outcomes within the program cycle.

  • Outreach, intake, and readiness diagnosis for participating SMEs
  • Hands-on financial record organization and standardization into verifiable digital formats
  • Development of SME Funding Toolkits (capital plan, projections, pitch pack) aligned with market requirements
  • Readiness checklist to identify key gaps and reduce deal blockers
  • Document in-depth case studies showing SME readiness for unsecured loans.

Bidding Components

Submission Requirements

Required Documents

Khmer Enterprise would like to invite potential implementers/partners to submit sealed proposals and other required documents for the SME Fundraising 2026 program.

The required documents are:

  • Concept notes and proposals, including brief activity plans and team member profiles
  • The budget plan for program arrangements (timeline: 12 months)
  • Samples of previous projects
  • The expected outcomes of the planned program
