GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The program “Improved Service Delivery for Citizens in Cambodia” (ISD), implemented from March 2022 to December 2025 by the Deutsche Gesellschaft für International Zusammenarbeit (GIZ) GmbH on behalf of the German Government. The programme is co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC), and Luxembourg Development Cooperation, collaborates with its political partner, the Secretariat of the National Committee for Sub-National Democratic Development Secretariat (NCDDS), to improve service delivery for Cambodian citizens in the selected sectors of waste management, water management, health, education, and administrative services, targeting the provinces of Battambang, Banteay Meanchey, and Siem Reap.

The programme focuses primarily on the implementation of (1) the National Programme on Sub-national Democratic Development, Phase 2 (NP-2) especially in the health sector and for the promotion of women working in subnational administration; (2) administrative service delivery of One-Window Service Office (OWSO) in digital and mobile forms; (3) the development of scalable and climate-sensitive waste and water management strategies and implementation; (4) strengthening the roles of district and municipality councils including enhancing complaint mechanism and social accountability; and (5) local financing/fiscal decentralization.

Project Title: ISD

Decentralization and Deconcentration (D&D) reform is a comprehensive governance reform aimed at restructuring the structure and Sub-national Administrative (SNA) system. This reform is grounded in the principles of unified administration and democratic development; and emphasizes a clear allocation of functions between ministries, institutions at the national level, and SNAs through the transfer of functions, resources, authorities, and responsibility to the SNAs in public services delivery and local economic development to meet the needs of the citizens within the jurisdiction of each SNA effectively, transparently, accountable, inclusiveness and socially equitable. In this context, the reform is organized around three core dimensions:

  • Political decentralization – which involves the establishment of elected sub-national councils to represent local interests and voices.
  • Administrative decentralization – which involves restructuring of the management system and procedures of SNAs in alignment with the democratic governance and principles of unified administration, including the transfer of functions, resources, and authority to SNAs, restructuring management systems, and enhancing the capacity of local administrations.

Financial decentralization – which involves the arrangements to ensure that SNAs have adequate financial resources to cover the costs of service delivery and local development. This is to strengthen local ownership and improve financial management systems at the subnational level that promotes transparency, efficiency, and accountability.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83491101 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be submitted in a big-sealed envelope (duly identified as technical offer and separated by a smaller sealed envelope identified as financial offer (mixing financial price in technical offer will be disqualified, please don’t mix up the financial offer in the technical offer)) to mentioned address, with the subject: Offer No. 83491101-To lead the Design of the Second Five-Year Implementation Plan (IP5-II), 2026-2030 until 17:00 on 01.08.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

This invitation to tender is in no way binding on GIZ. The GIZ’s contractual obligation commences only upon signature of the contract with the successful Tenderer.

Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure, without the candidates or tenderers being entitled to claim any compensation.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
