Announcement Description

GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The program “Improved Service Delivery for Citizens in Cambodia” (ISD), implemented from March 2022 to December 2025 by the Deutsche Gesellschaft für International Zusammenarbeit (GIZ) GmbH on behalf of the German Government. The programme is co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC), and Luxembourg Development Cooperation, collaborates with its political partner, the Secretariat of the National Committee for Sub-National Democratic Development Secretariat (NCDDS), to improve service delivery for Cambodian citizens in the selected sectors of waste management, water management, health, education, and administrative services, targeting the provinces of Battambang, Banteay Meanchey, and Siem Reap.

Decentralization and Deconcentration (D&D) reform is a comprehensive governance reform aimed at restructuring the structure and Sub-national Administrative (SNA) system. This reform is grounded in the principles of unified administration and democratic development; and emphasizes a clear allocation of functions between ministries, institutions at the national level, and SNAs through the transfer of functions, resources, authorities, and responsibility to the SNAs in public services delivery and local economic development to meet the needs of the citizens within the jurisdiction of each SNA effectively, transparently, accountable, inclusiveness and socially equitable.

Project Title: ISD

The NCDDS has coordinated and facilitated national and sub-national stakeholders to implement IP5-I. The implementation is guided by the NCDDS Annual Work Plan and Budget (AWPB), which aligns with the outcomes, priority activities, and indicators outlined in IP5-I. These annual plans detail the expected results, designate responsible institutions, and monitor progress through clearly defined indicators.

With 2025 marking the final year of IP5-I, preparations for IP5-II are essential to ensure continuity and sustained progress in NP-2 implementation. The Improved Service Delivery for Citizens in Cambodia (ISD) programme will support its political partner, NCDDS, in designing the second five-year Implementation Plan (IP5-II: 2026– 2030). To achieve this, ISD is seeking a qualified team of consultants to provide strategic and technical support to NCDDS. This team comprises of (01) national and (01) international experts in governance, Legal and Governance, will lead the design of IP5-II based on key policy and strategic documents, including the NP-2 Mid-Term Review, governance baseline surveys, results of the 2025 National Forum on D&D Reform, the Pentagonal Strategy, and other relevant legal frameworks.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83491101 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be submitted in a big-sealed envelope (duly identified as technical offer and separated by a smaller sealed envelope identified as financial offer (mixing financial price in technical offer will be disqualified, please don’t mix up the financial offer in the technical offer)) to mentioned address, with the subject: Offer No. 83491101-To lead the Design of the Second Five-Year Implementation Plan (IP5-II), 2026-2030 until 17:00 on 01.07.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

Non-compliance may result in your bid not being considered.

The bids received shall be evaluated by GIZ regarding their technical content (70%) and by their commercial aspects (30%) whereupon the bidders shall be ranked. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
