The German Agency for International Cooperation (GIZ) GmbH is a German government-owned organisation that implements development projects in over 130 countries worldwide on behalf of the German government. Within this framework, GIZ is engaged in the Civil Peace Service (CPS), which operates in 22 countries with more than 100 international experts and a similar number of local specialists. These experts support local non-governmental organisations, initiatives, state agencies, local authorities and national institutions. Their work aims to change behaviours, attitudes and structures over the long term.
CPS focuses on areas where the international community regards Germany – given its own history – as a credible and competent partner. These include dealing with the past, supporting reconciliation and dialogue processes, and protecting human rights. By bringing together different actors and enabling them to network, GIZ’s CPS programme acts as a bridge between state and civil society.
For more than 25 years, the Civil Peace Service has been working alongside Cambodian partners to confront the violent legacy of the Khmer Rouge regime and to build pathways toward peace. When CPS first arrived in 2001, the wounds of war were still fresh, and the future uncertain. Together with local organisations, CPS has supported survivors in their search for justice, created spaces for dialogue between generations, strengthened mental health and psychosocial support, and contributed to remembrance and education initiatives.
The journey has not been easy. Peace work in Cambodia has meant facing silences, fragility and painful memories – while also discovering resilience, creativity and hope. Across classrooms, communities and courtrooms, CPS and its partners have worked to transform experiences of violence into opportunities for healing, learning and reconciliation.
GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83498800 to the email address provided at the latest five working days before the deadline of submission of the bid.
You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (please don’t mix up a financial price in a technical proposal)) to the email address provided, with the subject: No. 83498800 – Video Production for CPS until 23:59 on 05.10.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.
