Cambodia's digital social protection system is an evolving ecosystem designed to enhance delivery of social protection services. At its core is the development of a Social Protection Registry (SPR), which consolidates data from various beneficiary databases. The Digital Social Protection Platform (DSPP) has been officially mandated to act as a centralized hub for storing and sharing social protection data and aggregated digital services among operators. The platform comprises registries, an interoperability layer, and established standards to ensure effective data management and exchange.
DSPP and SPR are supposed to be an integral part of Cambodia’s Digital Enterprise Architecture (DEA) and whose framework the digital transformation of public services, interoperability, data sharing, and coordination across government agencies is supported. The DEA aligns with Cambodia's broader Digital Government Policy and Digital Economy and Society Policy Framework (2021–2035), which aim to create a digitally inclusive society, foster economic growth, and improve government efficiency.
During June 2025, DSPP was rolled out to 209 communes/Sangkats across 2 provinces (Kampong and Siem Reap). This rollout marked an important milestone that the portal is capable for delivering digital services at the commune/Sangkat level. By end of 2025, the GS-NSPC plans to roll out for more 13 provinces and therefore the GS-NSPC is looking to improve system’s architecture, infrastructure, data quality and as well as expanding more digital services to enhance social protection service delivery.
We intend to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).
