GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

With rapid advancements in manufacturing technology, there is an increasing demand for skilled workers who can effectively operate Computer Numerical Control (CNC) machinery. However, many technical and vocational education and training (TVET) institutions in Cambodia lack the necessary CNC equipment and training programs to meet industry needs. This project aims to bridge this gap by integrating CNC technology into existing computer-based training programs.

The primary goal is to develop a curriculum that will help TVET institutions teach students the basics of CNC programming, operation, and associated manufacturing principles, thereby preparing them for careers in precision manufacturing.

GIZ GIZ seeks an expert (or team of experts) to design, develop, and deliver a comprehensive training program that integrates CNC (Computer Numerical Control) and modern manufacturing concepts into the curriculum of selected TVET institutions. The training shall balance theoretical foundations with practical application, including simulation-based learning and hands-on training at the Cambodia-Japan Digitalized Manufacturing Centre.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83493801 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Please inform GIZ whether you intend to submit a tender by writing an email at the following email

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address with the subject: Offer No. 83493801 - For CNC-Based Modular Training until 23:59 on 10.08.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.

In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: the link. GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 30 MB.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
