GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The "Improved Service Delivery for Citizens in Cambodia" (ISD) programme, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Swiss Agency for Development and Cooperation (SDC), and the Luxembourg Development Cooperation Agency (LuxDev), is a multi-year bilateral initiative supporting the Royal Government of Cambodia in improving local service delivery.

The ISD programme contributes directly to the implementation of Cambodia’s National Programme for Subnational Democratic Development Phase 2 (NP-2, 2021–2030), which envisions stronger, more accountable, and citizen-responsive local governance. The programme operates in three target provinces - Battambang, Banteay Meanchey, and Siem Reap - focusing on the thematic areas of waste and water management, health, education, and administrative service delivery.

One Window Service Offices (OWSOs), administered by the Ministry of Interior (MoI), are critical institutional platforms for delivering administrative services at the district and municipal levels. In support of this, the Department of Function and Resources (DFR) has developed a digital Management Information System (MIS) which has already been rolled out in over 200 districts and municipalities. While the system has advanced standardization and efficiency within the MoI framework, it still operates largely in isolation and is not yet connected to other government systems, particularly those managed by line ministries.

Recognizing these developments, the GIZ-supported Improved Service Delivery (ISD) programme seeks to explore feasible ways to advance digital integration through two strategic studies. These studies will support informed decision-making on system linkages, future investments, and policy alignment with Cambodia’s broader digital government objectives.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83490117 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
