GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
The Mango Public-Private Partnership (MangoPPP) Project is implemented under Germany's develoPPP programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). It supports partnerships between development cooperation and the private sector to foster sustainable economic development. MangoPPP aims to unlock the potential of Cambodia's mango sector by improving value addition in conventional and organic mango value chains, strengthening agricultural cooperatives, promoting climate-resilient farming practices, and enhancing sector dialogue.
In partnership with Kirirom Food Production Co., Ltd. (K.F.P), Angkor Green Investment and Development (AGID), and Grove Fruit Growers (GFG), MangoPPP targets 2,500 farmers across Kampong Thom, Kampong Chhnang, and Kampong Speu provinces. It addresses key challenges such as low productivity, post-harvest losses, limited market access, weak cooperative management, and underutilization of by-products.
In this context, GIZ is implementing the MangoPPP on behalf of BMZ and facilitating the establishment of a national-level mango federation (interprofessional organization) that unites producers, processors, traders, and exporters to coordinate advocacy, provide policy input, and promote sector-wide collaboration. The federation will play a crucial role in improving sector governance, boosting commercialization, and supporting Cambodia’s ambition to become a leading exporter of high-quality mango products.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).
Submission Requirements
Any commercial, technical or procedure related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83488243 to the email address at the latest five working days before the deadline of submission of the bid.
You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.
Offers must be submitted in a big-sealed envelope (duly identified as technical offer and separated by a smaller sealed envelope identified as financial offer (mixing financial price in technical offer will be disqualified, please don’t mix up the financial offer in the technical offer)) to mentioned address, with the subject: Offer No. 83488243-Organizational development and registration of the Cambodian Mango Federation (CMF) until 17:00 on 25.05.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.
All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.
All tenderers will be informed in writing of the results of this tender process.

For local consulting firm registered officially in Cambodia, please also attach a business license, Tax certificate and Patent. The offer is net and subject to value-added tax (VAT) according to the Cambodian Tax Law.
