GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The ASEAN is one of the fastest-growing regions in the world with population growth averaging 1.6% annually from 1980 to the present. The region's cities face a major challenge in providing adequate basic services to keep up with this growth while protecting the environment. The necessary resources and capacities are lacking to ensure basic services in the water, waste, and energy sectors, although these are the key to a good quality urban environment and services of general interest.

In 2016, the volume of waste generated in Southeast Asia reached around 150 million tons. It is estimated that waste generation will increase by 150% in 2025 compared to 1995 levels. In addition, the importance of tourism as a relevant economic factor is growing. This is accompanied by growing amounts of waste. In contrast to the large urban centres of the ASEAN countries, small and medium-sized cities have considerable difficulties in dealing with the increasing amounts of waste caused by population growth, changed consumer habits, and increasing tourism figures. On the other hand, the tourism sector is dependent on the attractiveness of clean cities, and the demand for sustainable tourism is constantly increasing. In the partner countries, the prevailing gender role assigns the management of the family household, and thus the disposal of waste, primarily to women. A disproportionately large number of women and migrants work in the informal sector, which plays an important role in the recycling of waste and offers employment and thus a livelihood, especially for low-income households.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83495332 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Please inform GIZ whether you intend to submit a tender by writing an email at the following email.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address with the subject Offer No. 83495332 - Deposit and Return System Pilot in Siem Reap until 23:59 on 24.08.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.
