Invitation to Bidders for Offer Digital Transformation Governance Strategy for integration into the Second Five-Year Implementation Plan, 2026–2030

  • Career Category: Invitation for Bids
  • Location: Phnom Penh

Process Number: 83493165

Project Number:: 21.2197.8-005.00

Project Title:: ISD

Building on these achievements, NP-2 (2021–2030) was launched with the goal of promoting democratic, inclusive, equitable, and just development by modernizing sub-national governance and improving access to and quality of public services. The specific objective of NP-2 is to ensure that SNA structures and systems are modern, autonomous, effective, transparent, and accountable, and that they deliver services and local development in a way that is equitable and responsive to citizens’ needs. Each level of sub-national administration is expected to have the power and capacity to perform its functions under the oversight of democratically elected councils.

NP-2 is being implemented in two five-year phases:

  • IP5-I: 2021–2025
  • IP5-II: 2026–2030

The NCDDS leads the coordination and implementation of NP-2, with annual work plans and budgets (AWPB) guiding national and sub-national efforts in line with the IP5-I framework.

As 2025 marks the final year of IP5-I, preparations for IP5-II are now underway to ensure continued progress in achieving NP-2 objectives. Embedding digital transformation into IP5-II, particularly in SNA structures, systems, and service delivery will help establish a more resilient, data-driven, inclusive, and citizen-responsive governance system.

To support this process, the ISD programme will assist the NCDDS in developing the digital governance component of IP5-II. For this purpose, ISD seeks to engage a qualified national expert in digital transformation and governance to provide strategic and technical guidance. The expert will lead the design of the digital transformation strategy within IP5-II, ensuring coherence with key national policy frameworks, including:

  • NP-2 Mid-Term Review,
  • Governance baseline surveys,
  • Outcomes of the 2025 National Forum on D&D Reform,
  • The Royal Government’s Pentagonal Strategy,
  • Cambodia Digital Government Policy 2022–2035, and
  • Cambodia Digital Economy and Society Policy Framework 2021–2035.
