GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Improved Service Delivery for Citizens in Cambodia (ISD) programme is implemented by Deutsche Gesellschaft für Internationals Zusammenarbeit (GIZ) GmbH on behalf of German Government from May 2022 to December 2025. The programme is co-funded by the Ministry of Economic Cooperation and Development (BMZ) of Germany and the Swiss Agency for Development and Cooperation (SDC). Recently, ISD programme has also received additional financial support from Luxembourg Government through Luxembourg Development Agency (LuxDev).

The Royal Government of Cambodia (RGC) recognizes that governance reform is vital to achieving its national development goals, including the ambition of becoming an upper-middle-income country by 2030 and a high-income country by 2050. These reforms encompass multiple priority areas, including Decentralization and Deconcentration (D&D), Public Financial Management, Public Administration, Judicial and Legal sector reforms.

Decentralization and Deconcentration (D&D) reforms are inherently complex and interdisciplinary, yet they are fundamental to building democratic governance and improving service delivery at the sub-national level. These reforms are structured around three core dimensions:

  1. Political decentralization – establishing elected sub-national councils to represent local interests and voices.
  2. Administrative decentralization – transferring functions, resources, and authority to SNAs, restructuring management systems, and enhancing the capacity of local administrations.
  3. Financial decentralization – ensuring SNAs have adequate financial resources, strengthening local ownership, and improving financial management systems for transparency, efficiency, and accountability.

Project Title: ISD

The Objective of the NP-2 is that the structures and systems of sub-national governance are modern, autonomous, effective, transparent and accountable in their provision of public services and local development. These systems will respond to the prioritized needs of the people within their jurisdiction in an equitable and inclusive manner. Each type of sub-national administration will possess adequate power and capacity to carry out their functions under the oversight of their councils, thereby strengthening accountability to citizens

Within this broader reform agenda, the National Programme on Sub-National Democratic Development, Phase 2 (NP-2), outlines five strategic components:

  1. Reform Leadership and Coordination
  2. Sub-National Administration (SNA) Structures and Systems
  3. Human Resources Management and Development
  4. Fiscal Decentralization and SNA Planning and Budgeting Systems
  5. Service Delivery and Local Development

Strategic Component 3 of the NP-2 focuses on enhancing the capacity of SNAs in recruitment, management, and deployment of their staff based on the actual workloads and financial availability. This component aims to ensure that SNAs employ their staff with professional qualifications and skills suitable for their respective roles and responsibilities.

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83490364 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical offer will be disqualified, please don’t mix up the financial offer in the technical offer)) to the email address provided in the contact details with the subject: Offer No. 83490364- For designing the position description for Capital and provincial administrations until 23:59 on 18.06.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.

  • Contract award and information about the result of the evaluation: 25.06.2025
  • Commencement of service delivery: 30.06.2025

NB: NGOs wishing to join this tender must have a valid business certificate (Patent) showing that they can provide commercial services to the public.
