Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83492507 to the email address at the latest five working days before the deadline of submission of the bid.
You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address: with the subject: Offer No. 83492507 - For Compilation of Subnational Administration (SNA) Financial Procedures until 23:59 on 20.07.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

For Cambodian resident consultant as a Cambodian or foreigner, if they are a foreigner, please also attach your EB Visa, Work Permit and proof of legal resident in Cambodia. The offer is gross inclusive of Withholding Tax 15%. The withheld amount will be paid to the tax authority by the GIZ to comply with all the given requirements.
