GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The GIZ Improved Competitiveness of National Enterprises (ICONE) program supports companies located in the northwest region of Cambodia. The goal is to boost competitiveness, operational efficiency, innovation capacity, and digitalization of processes, systems, and solutions within these enterprises. The assignment seeks to impart consulting services and practical knowledge to companies in the northwest of Cambodia, aiming to provide them with marketing training.

The same goes for urban and rural economic actors, as well as companies in key sectors, the digital economy, science, and education providers necessary for value creation, knowledge transfer, and innovation. At the business level, companies can be supported to develop a well-trained and motivated workforce that meets the requirements of a competitive economy. The development of comprehensive economic policy approaches and instruments to orient the economy towards sustainable sectors can be encouraged.

Project Title: ICONE

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83492706 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Please inform GIZ whether you intend to submit a tender by writing an email at the following email.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address with the subject: Offer No. 83492706 - Delivering trainings and coaching program on market research and go-to-market strategy until 23:59 on 28.07.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: the link. GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 30 MB.

Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure, without the candidates or tenderers being entitled to claim any compensation.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
