Announcement Description

GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Improved Service Delivery for Citizens in Cambodia (ISD) programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of German Government from May 2022 to December 2025. The programme is co-funded by the Ministry of Economic Cooperation and Development (BMZ) of Germany and the Swiss Agency for Development and Cooperation (SDC). Recently, ISD programme has also received additional financial support from Luxembourg Government through Luxembourg Development Agency (LuxDev).

The ISD programme works with the secretariat of the National Committee for Sub-National Democratic Development (NCDDS), its primary political partner, and with the three provinces (Battambang, Banteay Meanchey, and Siem Reap) along with their districts and municipalities. This collaboration aims to develop and implement the strategies and improved processes for delivering services to citizens in the priority areas such as administrative services at One Window Service Offices (OWSO) including digital services and the mobile services for the disadvantaged and remote communities, waste management, and water management. In addition, the programme focuses on fiscal decentralisation and on promotion of accountability, specifically social accountability, enhancement of citizens’ access to decision-making and complaint mechanism (Ombuds offices).

Project Title: Improved Service Delivery for Citizens in Cambodia (ISD)

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83490928 to the email address the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Please inform GIZ whether you intend to submit a tender by writing an email at the following email.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (please don’t mix up a financial price in a technical proposal)) to the email address with the subject: Offer No. 83490928 - Study of Ombudsperson Performance in Cambodia’s Sub-National Administrations and International Practices.until 23:59 on 24.06.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.

In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: the link. GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 30 MB.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
