GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
The programme “Improved Service Delivery for Citizens in Cambodia–Phase II (ISD II)” is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government and co- funded by the Swiss Agency for Development and Cooperation (SDC) and LuxAid. The programme works in close partnership with the National Committee for Sub-National Democratic Development Secretariat (NCDDS) to support improved public service delivery for Cambodian citizens and contribute to the implementation of the 10-Year National Programme for Sub-National Democratic Development–Phase II.
The programme is implemented from January 2026 to December 2029 and focuses on four target provinces: Battambang, Banteay Meanchey, Siem Reap, and Stung Treng.
We intend to seek a locally registered company/supplier with a valid patent tax or last update VAT Certificates to award the procurement of goods described in the enclosed procurement documents (the patent must be relevant to or specialized in the goods specified).

Any question related to the tender should be submitted in writing and clearly marked with the subject:

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.
The Offers must be submitted exclusively in PDF format to email provided in the contact details (hard copy submissions will not be accepted), with the subject line ‘Tender No. 7000009862_IT Equipment’,no later than 23:59H on 26th May 2026. Any offers received after this deadline will be automatically disqualified.” If more than one offer is received from a bidder in response to a tender,
only the most recently submitted offer will be considered.
The default size of e-mails is limited to 25 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail. In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: the link GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 25 MB.

The tender must be submitted based on the tender documents. These documents are listed below under ‘Annexes’. Modification of tender documents or specifications may result in exclusion from the contract award procedure.

Sustainability
We have developed a Guide for Practicing Corporate Sustainability (GPS) so that our contractors can learn about corporate sustainability at GIZ. We encourage all tenderers to complete the GPS online course and obtain the certificate.
Completing the GPS will not influence the award decision in this procedure. However, we would very much welcome your participation: the link.
