GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Royal Government of the Kingdom of Cambodia adopted the Strategic Framework for Decentralization and De-concentration (D&D) in 2005 to lead the D&D reform in Cambodia through the past decade. Currently, the new 10-year decentralisation reform strategy National Programme on Sub-National Democratic Development (2021-2030), NP-2, with support of GIZ, SDC and EU, has been approved and launched.

The programme “Improved Service Delivery for Citizens in Cambodia” (ISD), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, co-funded by the Swiss Agency for Development and Cooperation (SDC) and additionally co-funded by the Government of Luxembourg starting from April 2025, works with its partner the Secretariat of the National Committee for Sub-National Democratic Development (NCDD-S) to improve service delivery to Cambodian citizens in the sectors of waste and water management, health and administrative services with a focus on the three provinces: Battambang, Banteay Meanchey and Siem Reap from March 2023 until the end of December 2025.

Despite the existence of various laws, circulars, inter-ministerial Prakas, and guidelines related to public financial management (PFM) at the sub-national levels, there is currently no single, consolidated, and user-friendly reference document that systematically outlines the full set of financial procedures—applicable to Cambodia’s sub-national administrations, including Capital and Provincial (CP), District and Municipal (DM), and Commune and Sangkat (CS) levels.

Project Title: ISD

To address this gap, Output 05, Fiscal Decentralisation Component, of the ISD Programme is supporting the Ministry of Economy and Finance (MEF) in developing a comprehensive, concise, and accessible compilation of all existing SNA financial procedures. This compilation document will cover all three tiers of sub-national administration and will be delivered in both digital and print-ready formats, facilitating improved understanding, compliance, and consistency across levels of government.

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83490946 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files (duly identified as technical offer and financial offer (mixing financial price in technical proposal will be disqualified, please don’t mix up between financial offer and technical offer )) to the email address with the subject: Offer No. 83490946 - For Compilation of Subnational Administration (SNA) Financial Procedures until 23:59 on 29.06.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.

All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.

All tenderers will be informed in writing of the results of this tender process.
