Announcement Description

FOUR PAWS International Cambodia invites qualified contractors to submit proposals for the renovation and construction of the Stray Animal Care (SAC) Facility located in Siem Reap province.

FOUR PAWS is a global animal welfare organisation dedicated to protecting animals under direct human influence (find out more about FOUR PAWS at website). In Cambodia, it implements the Stray Animal Care (SAC) initiative to promote humane stray animal management, veterinary care, and improved animal welfare standards. The project involve upgrading existing infrastructure, constructing dog kennels, and installing essential utility systems in accordance with approved designs, technical specifications, and FOUR PAWS operational and animal welfare standards.

Summary

Scope of Works

The scope of works includes, but is not limited to:

  • Renovation and upgrading of existing facility buildings
  • Construction of approximately 24 dog kennels
  • Mechanical, Electrical, and Plumbing (MEP) works
  • Ancillary and supporting works required for full project completion

Detailed technical requirements are provided in the Terms of Reference (TOR), drawings, technical specifications, and Bill of Quantities (BOQ).

Contract Duration

The anticipated duration of the contract is approximately 6 to 8 weeks from contract commencement.

Contractors are required to submit a detailed implementation schedule as part of their proposal.

Eligibility

  • Interested contractors must:
  • Be legally registered in Cambodia
  • Hold valid business and tax registration certificates
  • Demonstrate relevant experience in similar renovation and/or construction projects
  • Demonstrate sufficient technical, operational and financial capacity
  • Provide qualified personnel and equipment for implementation
  • Agree to comply with FOUR PAWS policies and Code of Conduct
  • Preference may be given to contractors with experience in similar facility construction projects.

Technical Proposal

The technical proposal shall include:

  • Company profile
  • Relevant project experience
  • Work plan and detail implementation schedule
  • Staffing and key personnel
  • Equipment list
  • Copies of registration documents
  • Signed eligibility and declaration form

Financial Proposal

The Financial proposal shall include:

  • Fully priced BOQ using the provided format
  • Detailed cost breakdown in USD
  • Proposed payment schedule
  • Proposal validity period (minimum 60 days)

Price shall clearly indicate whether taxes are included or excluded.

Proposal Submission

  • Signed where applicable
  • Submitted in PDF format.

Physical Sealed Submission

Proposals shall be submitted in one sealed envelope, clearly marked with the ITB Reference No. KHFOP06201P001-26-001, and delivered to one of the following FOUR PAWS’ offices:

Submission Deadline

11 June 2026. Late submissions will not be considered.

Availability of Proposal Documents

The complete ITB package and site information may be provided to shortlisted Contractors.

FOUR PAWS International Cambodia reserves the right to accept or reject any or all proposals, wholly or partially, and to cancel the procurement process at any stage without obligation to provide justification.
