Project Purpose and Background

Good Neighbors Cambodia (GNC) is an international humanitarian and development NGO, part of Good Neighbors International, working in child protection, education, income generation, health, and emergency relief.

In line with the expansion of its operations, GNC plans to construct a new Head Office building in Phnom Penh. To ensure a high-quality, functional, and cost-effective building, GNC is seeking the qualified architectural and engineering design firm.

Design Scope

• Includes architecture, structure, mechanical equipment (elevators, air conditioning, plumbing, etc.), electrical (including solar power), communications, etc., but excludes interior design

Site Location and Area

Plot number: 790 with a total land area of 1,172m2 (one thousand one hundred and seventy-two Square meters) located at Bayab village, Phnom Penh Tmey commune, Sen Sok district, Phnom Penh.

  • 5 floors above ground, building area of 450m2 +, total floor area of 2,700m2 +
  • Commercial facilities& Parking lot on the G floor, offices on the 1st to 4th floors, conference hall on the 5th floor

Design Period: 4 months from the contract date, subject to building permit approval

Contract Scope: Design and Construction Permit Approval

Scope of Work

The selected firm through bidding shall provide the following services (ENG & KHM):

  1. Conduct site assessments and consultations with GNC.
  2. Develop conceptual and detailed architectural designs.
  3. Provide:
  4. Structural design
  5. Electrical and lighting design
  6. Water supply and drainage systems
  7. Air-conditioning and ventilation plans
  8. Fire safety and accessibility features
  9. Deliver:
  10. 2D drawings and 3D renderings
  11. Detailed BoQ
  12. Construction drawings for bidding
  13. Revise designs based on GNC’s feedback.
  14. Provide technical assistance during construction bidding if required.

Deliverables

The selected firm through bidding shall provide the following Deliverables (ENG & KHM)::

  1. Site assessment and requirement report
  2. Conceptual design (2 options minimum)
  3. Final architectural and engineering drawings
  4. 3D visualizations
  5. Detailed BoQ
  6. Design narrative and material specification
  7. Design supervision notes and guidance

All documents must be provided in editable formats (AutoCAD, Excel, Word) and PDF.

Bidder Eligibility

  • Qualifications
  • Registered architectural firm (Cambodia, Korea, etc.)
  • Similar track record
  • Joint contracting (consortium) permitted
  • Restrictions:
  • Restrictions on multiple participation in the same project
  • Reasons for exclusion of certain companies, etc.

Submission Requirements

Bid Submission (In ENGLISH)

Sealed Envelope A (Technical Proposal) – with signature – shall include original documents of:

  • Company profile and background
  • Portfolio of similar past projects
  • Team member list with CVs (architect, engineers, etc.)(directly employed, excluding subcontractors)
  • Technical capabilities
  • Integrated design capabilities with other disciplines, such as structural, mechanical, and electrical engineering
  • Evidence of experiences (performance in the last 3 years including construction blueprint)
  • Cost proposal
  • Additional proposals, etc.

Sealed Envelope B (Legal documents) – with signature – shall include original documents of:

  • Certificate of Incorporation issued by the ministry of commerce.
  • Company status
  • Company patent by General Department of Taxation (GDT)
  • VAT certificate from GDT
  • Register certificate with ministry of Urban Development and Construction
  • Authorization Letter from a legal representative named in company status (if required)
  • Company bank statement. (if required)

Sealed Envelope C (Copy Set) – with signature – shall contain:

  • Copied set of all documents in Sealed Envelope A&B
  • One flash drive which contain all documents above

Note: The hard copy of bidding documents, including quotation (BoQ) with price, time deliver, and other relevant documents must be submitted to Good Neighbors Cambodia no later than 25 August 2025, at 5:00pm. The organization does not accept late bids.
