Announcement Description

Good Neighbors Cambodia (GNC) is a registered Foreign Non-Governmental Organization (FNGO) operating in Cambodia. To support its long-term organizational development and operational needs, GNC plans to construct a new Head Office Building in Phnom Penh.

The new office building will serve as the central administrative and operational facility of GNC and will provide office space and supporting facilities for management, administration, program implementation, meetings, training, and stakeholder engagement activities.

GNC seeks a qualified and experienced construction contractor to undertake the construction works in accordance with the approved design drawings, technical specifications, Bill of Quantities (BOQ), and Contract Documents.

The anticipated construction period for the Project is eight (8) months from the Commencement Date. Bidders shall prepare their technical and financial proposals based on this construction duration.

The final construction period may be adjusted during contract negotiation or implementation by mutual agreement of the Employer and the Contractor, and shall be governed by the Contract Documents.

Procurement Process

This procurement shall be conducted through an Open Competitive Bidding process consisting of two stages: (i) Pre-Qualification and (ii) Tender Submission. Interested firms shall first submit a Pre-Qualification Application. Only applicants that successfully pass the Pre-Qualification stage will receive the Tender Package and be invited to submit a Bid. Detailed procurement procedures, qualification requirements, evaluation criteria, submission requirements, and the tender schedule are set out in the Instructions to Bidders (ITB) and the Bid Data Sheet (BDS).

Submission Requirements

Submission of Pre-Qualification Application and Inquiries

Applicants shall submit their Pre-Qualification Application in accordance with the requirements, submission method, and deadline specified in the Bid Data Sheet (BDS) and the Instructions to Bidders (ITB). Applications received after the submission deadline shall not be accepted.

Applicants shall comply with Good Neighbors Cambodia's Child Protection, Safeguarding, Integrity, and Anti-Corruption requirements throughout the procurement process.
