We intend to award a contract for the services/works described in the enclosed procurement documents.

Please submit your technical and financial bids latest by 07th June 2026 at 23:59 in English language only to email.

The email subject line should be in the form: Transaction no. 7000010534

The tender must be submitted electronically to designated mailbox for tenders.

• The subject of the email must always state the transaction number (as per invitation letter).
• The tender must be submitted in one (1) email including two (2) zip folders named as follows:

(a) TECHNICAL BID – 7000010534

Note: The technical bid must not contain any information whatsoever about the price.

(b) FINANCIAL BID – 7000010534

Note: The financial bid must be submitted separately from the technical bid.

• The tender including the technical and financial bids may not exceed a total file size of 25 MB. To submit tenders exceeding 25 MB to designated mailbox, File Transfer must be used (Annex 8)

• For consulting firms: The financial offer should be net and subject to Value-Added Tax (VAT) in accordance with Cambodian Tax Law.
• For appraisers: The financial offer is gross and inclusive of Withholding Tax (WHT) 15%. Withholding tax amount will be paid to the tax authority by GIZ to comply with all the given requirements.
