The Multi-Donor project “EU -German Cambodia Partnership for Sustainable Agriculture and Food Systems” (EU-German CAPSAFE) is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ.We intend to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Project title: EU-German “Cambodia Partnership for Sustainable Agriculture and Food Systems” (CAPSAFE)

The Overall Objective is to contribute to green growth and decent jobs by promoting climate-resilient and sustainable agriculture value chain development in Cambodia. The Specific Objective (outcome) is to improve the sustainability, competitiveness and inclusiveness of cashew nut and pepper with higher local value added.

We intend to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83488403 to the email address at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offers must be sent in separate PDF files [(duly identified as Technical offer and Financial offer) Please don’t mixed up a financial offer in a technical offer file)] to the email address provided in the contact details with the subject: Offer No. 83488403- Document the extent and locations of deforestation linked to cashew cultivation in Stung Treng until 23:59 on 22.05.2025 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

Planned schedule for the rest of the procurement procedure:

  • Commencement of service delivery: 01.06.2025

NB: NGOs wishing to join this tender must have a valid business certificate (Patent) showing that they can provide commercial services to the public.

  • For a locally registered consulting firm please provide business certificated (Patent)
  • Cambodian resident consultant(s) the amount offer is gross (withholding Tax (WHT) is included). 15% WHT will be deducted from the total amount for the performance of services including management; consulting; and similar services to resident taxpayer (not registered for VAT)
