Objectives of Project Baseline Study
The main objectives of project baseline study are threefold:
- Collect quantitative and qualitative data corresponding to the project indicators with ensuring that data collection methods capture gender-specific and inclusion information,
- Evaluate the project according to the OECD DAC criteria, including relevance, coherence, effectiveness, efficiency, impact and sustainability with a focus on assess how the project has addressed gender-specific needs and contributed to gender transformative outcomes in WASH access, behavior change, and institutional strengthening.
- Determine the overall impact and effectiveness of the C-WASH project in meeting its intended outcomes related to WASH access, behaviour change, and institutional strengthening include access how impact and effectiveness contribute to gender equality and inclusive in WASH project
- Develop an end-line report that summarizes the findings and recommendations for the project implementation includes an analysis of how the project has contributed to gender equality and inclusion in the context of WASH with highlighting gender-specific insights and recommendations
- Evaluate to what extent the project responds to the gender transformative programming and approach. This include assessing the level of gender transformative in program implementation, gender equality in WASH decision-making, inclusive accessibility, women’s empower in management and leadership, changes in gender norm and gender roles in WASH.

- Required Qualifications and Expertise
- Credible independent consultant team or firm (national and/or international experts) will be selected. The minimum qualifications and experiences required are:
- Lead researcher – Postgraduate degree with at least 05 years of experience in Public Health, and WASH include gender in related WASH thematic
- Proven extensive experience in research, end-line surveys, and evaluations on WASH for at least 5 years.
- Proficiency in quantitative and qualitative methods of data collection, analysis, and report
- Survey supervisors (one per province), experienced in supervising large-scale household surveys and individual child development tests, required female supervisor (at least 50%) and data collection team consist with female and male, as well as LGBTIQ.
- Collectively, the team is expected to demonstrate:
- Experience in storing and analysing large and diverse data sets, proficiency in statistics
- Experiences on Plan’s cross-cutting issues such as gender and inclusion as well as awareness on child protection, child rights issues, and gender transformative approach.
- Experience in working with local communities, particularly with indigenous communities, people with disability, children with diverse SOGIESC/ LGBTIQ, and marginalized women.
- Data collectors have to act according to the child and young people guarding policies provided by Plan International Cambodia.
- Available to stay in Cambodia during the survey period.
- Good interview and analytical skills.
- Fluency in English (and Khmer and indigenous languages for survey supervisors and/or enumerators)
