Plan International Cambodia was established in 2002 and is currently operating under its 4th Country Strategic Plan (FY22-FY27). Plan International Cambodia implements an integrated program in the provinces of Siem Reap, Stung Treng and Ratanak Kiri with the Country Office based in Phnom Penh. Additional projects are implemented in many provinces throughout Cambodia. The current Country Strategic was developed based on a child rights and girls rights horizon scanning, which assessed the root causes and gaps at household, community, district and national levels which result in girl’s rights being violated or unfulfilled. Based on this analysis, four strategic program owere developed, focused followings:

  1. Healthy Start (integrated Nutrition, ECCD and WASH);
  2. Protection Plus;
  3. Lifelong Learning (Education and TVET); and
  4. Girls Leadership

These programs have been designed to address key issues affecting children in Cambodia. Each sectoral program will integrate elements of other sectoral programs to enable them to be mutually reinforcing.

Objectives of Project Baseline Study

The main objectives of project baseline study are threefold:

  1. Collect quantitative and qualitative data corresponding to the project indicators with ensuring that data collection methods capture gender-specific and inclusion information,
  2. Evaluate the project according to the OECD DAC criteria, including relevance, coherence, effectiveness, efficiency, impact and sustainability with a focus on assess how the project has addressed gender-specific needs and contributed to gender transformative outcomes in WASH access, behavior change, and institutional strengthening.
  3. Determine the overall impact and effectiveness of the C-WASH project in meeting its intended outcomes related to WASH access, behaviour change, and institutional strengthening include access how impact and effectiveness contribute to gender equality and inclusive in WASH project
  4. Develop an end-line report that summarizes the findings and recommendations for the project implementation includes an analysis of how the project has contributed to gender equality and inclusion in the context of WASH with highlighting gender-specific insights and recommendations
  5. Evaluate to what extent the project responds to the gender transformative programming and approach. This include assessing the level of gender transformative in program implementation, gender equality in WASH decision-making, inclusive accessibility, women’s empower in management and leadership, changes in gender norm and gender roles in WASH.

Bidder Eligibility

  • Required Qualifications and Expertise
  • Credible independent consultant team or firm (national and/or international experts) will be selected. The minimum qualifications and experiences required are:
  • Lead researcher – Postgraduate degree with at least 05 years of experience in Public Health, and WASH include gender in related WASH thematic
  • Proven extensive experience in research, end-line surveys, and evaluations on WASH for at least 5 years.
  • Proficiency in quantitative and qualitative methods of data collection, analysis, and report
  • Survey supervisors (one per province), experienced in supervising large-scale household surveys and individual child development tests, required female supervisor (at least 50%) and data collection team consist with female and male, as well as LGBTIQ.
  • Collectively, the team is expected to demonstrate:
  • Experience in storing and analysing large and diverse data sets, proficiency in statistics
  • Experiences on Plan’s cross-cutting issues such as gender and inclusion as well as awareness on child protection, child rights issues, and gender transformative approach.
  • Experience in working with local communities, particularly with indigenous communities, people with disability, children with diverse SOGIESC/ LGBTIQ, and marginalized women.
  • Data collectors have to act according to the child and young people guarding policies provided by Plan International Cambodia.
  • Available to stay in Cambodia during the survey period.
  • Good interview and analytical skills.
  • Fluency in English (and Khmer and indigenous languages for survey supervisors and/or enumerators)

Submission Requirements

Interested parties/consultants are required to submit their Technical and Financial Proposal, inclusive of all required documents to Plan International Cambodia office and must include the IFP reference number: IFP-PNP/FY24/011 - Girls Lead Project Baseline Study. Offers must be received by the deadline.

The offer and all correspondence and documents related to the tender must be written in English.

Technical Proposal, Includes:

  1. Detail Technical Proposal that demonstrate and respond to the ToR and include at least the sections as follow:
  2. Proposed methodology;
  3. Ethics and child safeguarding approaches, including any identified risks and associated mitigation strategies;
  4. Proposed timelines; and
  5. List and CV of the composed lead researcher and key research team members.
  6. Submit at least two (02) example reports of the previous research or study.

Financial Proposal, Includes:

  1. Detailed itemized consultancy fees/costs breakdown of daily consultant fee rates and number of expected days input of each team member, travel and subsistence costs and administrative expenses (including all applicable taxes); and
  2. VAT (or Withholding tax) shall responsible by the Consultant and shall include in the proposed fees.

On submitting the offer, proposal and bid price will remain open for acceptance by Plan International Cambodia for a maximum period of 90 days after the deadline for submission of proposal.

By submission of the proposal the bidder has the intention to submit the bid and the bidder has fully understood the tender document and accepts the same.
