Announcement Description

The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) has received a grant from the Global Fund through the Ministry of Economy and Finance (MEF) to support the implementation of the program entitled “Rapidly March Towards New HIV Infection Elimination, Maintain Progress Made, and Advance Towards the Goal of Ending AIDS as a Public Health Threat; and Accelerate the Finding and Successful Treatment of Missing TB Cases (DS-TB & DR-TB) for Ending TB.”NCHADS intends to apply part of the proceeds of this grant to make payments under the proposed contract for the Supply, Installation, and Delivery of IT Equipment for NCHADS-SI.

Summary

NCHADS, as the Sub-Implementer, now invites sealed bids from eligible bidders for the Supply, Installation, and Delivery of IT Equipment for NCHADS-SI, with reference to Bid No. 001/26.

Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the Global fund to fight AIDS.

This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.

Eligibility

  • Qualification requirements include: Patent tax certification, certification of incorporation, VAT registration, financial legal and other qualification requirements specified in ITB Sub-Clause 14.2 of the bidding documents.
  • The bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years of not less than USD28,000.00 of the subject contract.
  • The bidder has completed contracts in the total cumulative amount equal to at least USD 84,000.00 in the preceding last three year (2024,2025,2026)
  • The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 03 years in the manufacturing of similar goods.
  • The bidder has availability of liquid assets through either:
  • Access to a line of credit or cash in bank account of an amount at least USD USD28,000.00 or
  • Credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

Submission Requirements

Interested eligible bidders may obtain further information from the address and inspect the bidding documents at the address during office hours which are 8:00 AM to 12:00 AM and 2:00 PM to 5:30 PM.

A complete set of the Bidding Documents in English shall be provided free of charge and made available online to all interested bidders. Interested bidders may request the Bidding Documents by email, using the subject line “Request for Bidding Documents – NCB Ref. No. 001/26”, with reference to the procurement of IT Equipment for NCHADS-SI.

Bids must be delivered to the address at or before the 19thOctober,2026 at 10:30AM Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at 19th October,2026 at 10:30AM.

Important: Bidders must formally request the Bidding Documents through the above designated email addresses. Bidders who download or obtain the Bidding Documents without submitting a formal request by email will not be eligible to submit a bid.
