Announcement Description

The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Land Allocation for Social and Economic Development Project III (LASED III), and it intends to apply part of the proceeds of this Credit to payments under the contract named above.

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) now invites sealed bids from eligible and qualified bidders for “the Supply and Delivery of Shelter and Toilet Materials for Pongro SLC in Oddar Meanchey and Kbal Damrei SLC in Kratie (Lot-Wise-Basis)”, ref. MLMUPC-G-40.

Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank.

This invitation is open to all bidders.

Bidder Eligibility

  • Qualification requirements include
  • The Bidder has satisfactorily completed at least two contracts for the supply of any goods​for Lot 1 and similar goods for Lot 2 in the preceding three years (2022, 2023 and 2024) of each contract: Lot1, Shelter Materials: not less than USD 324,000.00; Lot2, Toilet Materials: not less than USD 42,500.00 and Total Lot1 and Lot2: not less than USD 366,500.00.
  • The Bidder has completed contracts of any goods in the preceding two years (2023 and 2024) in the total cumulative amount equal to: Lot1, Shelter Materials: not less than USD 1,296,000.00; Lot2, Toilet Materials: not less than USD 170,000.00 and Total Lot1 and Lot2: not less than USD 1,466,000.00.
  • The Manufacturer of the offered Solar Light, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods (for only steel materials).
  • The Bidder has availability of liquid assets through either:
  • access to a line of credit or cash in bank account of an amount at least: Lot1, Shelter Materials: not less than USD 324,000.00; Lot2, Toilet Materials: not less than USD 42,500.00 and Total Lot1 and Lot2: not less than USD 366,500.00.
  • credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

Submission Requirements

Interested eligible bidders may obtain further information from address or email provided in the contact details and inspect the Bidding Documents at the address given below from 08:00 AM to 12:00 PM and 02:00 PM to 05:30 PM.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee USD 30.00 or its equivalent in Cambodian Riel being KHR 123,000.00. The method of payment will be Cash. The Bidding Documents may be collected in person at the discretion of the bidder. Other than payment of the non-refundable fee specified above, there shall be no other conditions for purchase of the bidding documents.

In case of any difficulty in purchase of the Bidding Documents, interested parties may contact in writing to email and also send a copy of the communication to H.E. Khieu Borin, Project Coordinator of LASED III, email and and also send a copy of the communication to Director General General Department of International Cooperation and Debt Management Ministry of Economy and Finance, email or Task Team Leader (World Bank Office Cambodia)

Bids must be delivered to the address at/or before 2:30 p.m. on August 25 , 2025. Late bids will be rejected. Bids will be opened in public immediately thereafter at the address given below in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend shall be allowed to be present in person.

All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.

The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
