The Royal Government of Cambodia has received grant from the Global Fund Grant through the Ministry of Economy and Finance (MEF) toward the cost of the Global Fund with the Program titled: Grant Cycle 7 (GC7) and intends to apply part of the proceeds towards payments under the contract to Supply and Delivery of Syring Disposable with Fixed Needle for National Centre for HIV/AIDS Dermatology and STDs (NCHADS-SI).

The Ministry of Health (represented as the Lead Implementer Team (MOH-LIT) now invites sealed bids from eligible bidders to: Supply and Delivery of Syring Disposable with Fixed Needle for NCHADS-SI (Bid No: NCHADS-NCB-001/26).

Procurement will be conducted through National Competitive Bidding Procedures (NCB) specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/ Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM).

This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.

Eligibility

  • Qualification requirements include:
  • The Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years of not less than US$ 22,115.00 of the subject contract.
  • The bidder has completed contract in the total cumulative amount equal to at least US$ 88,458.00 equal to at least two times value of the subject contract in the preceding two years.
  • The Bidder has availability of liquid assets through either: (i) access to a line of credit or cash in bank account of an amount at least US$ 22,115.00 of subject contract, net of other contractual commitment; or credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

Interested eligible bidders may obtain further information from the Ministry of Health, Lead Implementer Team (MOH-LIT), and inspect the bidding documents at the address given below during office hours which are 8:00 to 12:00 and 14:00 to 17:30 or bidders may access to download bidding document via website through google drive link attached.

A complete set of Bidding Documents in English may be obtained free of charge by interested bidders on the submission of a written application to the address given.

Bids must be delivered to the address given below at or before 10:00 am on 8th July, 2026. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at or before 10:00 am on 8th July, 2026.

All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.

The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
