Announcement Description

The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Land Allocation for Social and Economic Development Project III (LASED III), and it intends to apply part of the proceeds of this Credit to payments under the contract named above.

The Ministry of Land Management, Urban Planning and Construction (MLMUPC), now invites sealed bids from eligible and qualified bidders for “Construction of Concrete and Laterite Roads for Krala, Ta Ngeach, Kang Koy, Kreh and Kan Chheung Villages in Ratanakiri Province”. The construction period is eight (8) months.

Construction of Concrete and Laterite Roads for Krala, Ta Ngeach, Kang Koy, Kreh and Kan Chheung Villages in Ratanakiri Province. Ref: MLMUPC-W-36

Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.

This invitation is open to all qualified bidders from eligible source countries as described in the Bidding Document.

Bidder Eligibility

  • Bidders’ attention is drawn to Sub-Clause 6.3 of the Instructions to Bidders (ITB) on the Qualification requirements. Qualification requirements include: 
  • Average Annual Construction Turnover: The average annual volume of construction work over the last 3 years (2022, 2023 and 2024) shall be: USD 1,380,000.00.
  • Specific Similar Experience: Experience as prime contractor in the construction of at least two (2) Contracts for works of nature and complexity equivalent to the Works within the last 5 years (2020, 2021, 2022, 2023 and 2024) of at least USD 690,000.00 for each contract.
  • Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be: USD 345,000.00.

Submission Requirements

To obtain further information from and inspect the Bidding Documents, Bidders should contact the following during office hours from 08:00 AM to 12:00 PM and 02:00 PM to 05:30 PM:

A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of USD 100.00. The method of payment will be Cash. The Bidding Documents may be collected in person at the discretion of the bidder. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents.

In case of any difficulty in purchase of the Bidding Documents, interested parties may contact in writing to:H.E. Khieu Borin,, Project Coordinator of LASED III, MLMUPC, email and also send a copy of the communication to Director General or Task Team Leader (World Bank Office Cambodia).

Bids must be delivered to the address below on or before 2:30pm, July 08, 2025. Late bids will be rejected. Bids will be immediately open after the deadline for submission of bid in the presence of the bidders’ representatives who choose to attend in person at the address.

All bids shall be accompanied by a Bid Securing Declaration as described in the ITB.

The Government will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
